Organizational Setting Through its Country Offices, FAO assists governments to develop policies, programmes and projects and provides technical support for the sustainable development of the agricultural, fisheries and forestry sectors. The FAO- Global Environment Facility (GEF) project entitled Securing Biodiversity Conservation and Sustainable Use in Huangshan Municipality seeks to secure the effective conservation and sustainable use of the biodiversity in the mountainous forest ecosystems of Huangshan Municipality. The specific objective of the project is to evaluate, adapt and implement relevant "best practices" derived from the successful management of Huangshan National Scenic Reserve to strengthen and upgrade the existing municipal system of Nature Reserves (NR). The experiences derived from this approach would provide a basis to develop and finalize a biodiversity conservation eco-tourism master plan for Huangshan Municipality’s System of Nature Reserves relevant to other areas in China and abroad. Reporting Lines Under the overall supervision of the FAO Representative, the incumbent will follow the technical guidance of the Lead Technical Officer (LTO) and work closely with the National GEF Portfolio Officer in FAO Representation in China, the Project Management Office (PMO) under Huangshan Administrative Committee (HSAC, as well as other national consultants and stakeholders of the project. Technical Focus The incumbent will provide comprehensive technical support to the PMO and ensure efficient and effective communication between the PMO and FAO, especially with the LTO. The incumbent will also support project management and implementation when necessary. Tasks and responsibilities The Chief Technical Adviser (CTA) will provide overall technical support and quality assurance for the project implementation and outputs, and offer routine technical support for capacity building of project staff and stakeholders on all levels.
