Organizational Setting

Through its Country Offices, FAO assists governments to develop policies, programmes and projects and provides technical support for the sustainable development of the agricultural, fisheries and forestry sectors.

The FAO- Global Environment Facility (GEF) project entitled Securing Biodiversity Conservation and Sustainable Use in Huangshan Municipality seeks to secure the effective conservation and sustainable use of the biodiversity in the mountainous forest ecosystems of Huangshan Municipality. The specific objective of the project is to evaluate, adapt and implement relevant "best practices" derived from the successful management of Huangshan National Scenic Reserve to strengthen and upgrade the existing municipal system of Nature Reserves (NR). The experiences derived from this approach would provide a basis to develop and finalize a biodiversity conservation eco-tourism master plan for Huangshan Municipality’s System of Nature Reserves relevant to other areas in China and abroad.


Reporting Lines

Under the overall supervision of the FAO Representative, the incumbent will follow the technical guidance of the Lead Technical Officer (LTO) and work closely with the National GEF Portfolio Officer in FAO Representation in China, the Project Management Office (PMO) under Huangshan Administrative Committee (HSAC, as well as other national consultants and stakeholders of the project.


Technical Focus

The incumbent will provide comprehensive technical support to the PMO and ensure efficient and effective communication between the PMO and FAO, especially with the LTO. The incumbent will also support project management and implementation when necessary.


Tasks and responsibilities

The Chief Technical Adviser (CTA) will provide overall technical support and quality assurance for the project implementation and outputs, and offer routine technical support for capacity building of project staff and stakeholders on all levels. The main tasks and responsibilities include\:

  • Support the development of project annual workplan with budget;
  • Draft project progress reports (PPRs), project implementation reviews (PIRs), technical reports, etc.;
  • Review technical outputs of the project, including but not limited to TORs and technical reports of subcontracts and consultants, project monitoring and evaluation plans, and annual update of the progress towards project impact indicators;
  • Support project management and implementation when necessary;
  • Ensure the communication between the Project Management Office (PMO) and FAO, especially with the Lead Technical Officer of FAO;
  • Coordinate between HSAC and related sectors, e.g. the forest sector, the agriculture sector, the environmental protection sector, and other Nature Reserves;
  • Support capacity building activities;
  • Support the identification and documentation of good practice, experience and lessons learnt;
  • Provide technical support to workshop, public outreach activities and other project activities;
  • Review on a regular basis the progress of project implementation in line with the work plan;
  • Support the project team in ensuring the integration of the different project components and in keeping the pieces together within the broad framework of the project;
  • Support the preparation of the final evaluation;
  • Complete other relevant tasks assigned by FAO and the PMO.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in biodiversity conservation, environmental protection, forest management or related field;
  • Minimum of ten years of professional experience working in nature reserve management, biodiversity conservation and forest management;
  • Basic knowledge of GEF project management and implementation;
  • Good communication skills, both written and verbal, in Chinese and English
  • National of China.
