STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.       

Experience:  At least five (5) years of postgraduate progressively responsible professional experience in Livelihoods activities.

Language: Fluency in English language. Intermediate knowledge of a second official UN

language: Arabic or French is a plus.

JOB PURPOSE

WFP Lebanon has a robust range of livelihoods activities, ranging from agricultural infrastructure and forestry activities to skills training, focusing on impact on individuals and community level where Syrian refugees and vulnerable Lebanese reside, with annual budget of about $34 million. Position will cover a complex portfolio of activities, manage the team, finances, support donor relations and reporting, and be a liaison to the government and partners.

The Job Purpose is to manage a portfolio of livelihood activities in Lebanon, including supporting

on donor relations, reporting, financial management, government relations, partner relations and development, team building, quality oversight and programme operations.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme and the overall supervision of the Deputy Country Director, the Programme Policy Officer (Livelihoods) will be responsible for the following duties:

1.    Manage formulation and implementation of WFP Lebanon’s livelihoods portfolio of work, including Food for Assets (FFA) and Food for Training (FFT), with linkages to safety nets, protection, gender equity, and various national development priorities.
2.    Lead and motivate the livelihoods team in WFP for effective formulation and implementation of Livelihoods activities.
3.    Ensure WFP’s work meets high quality standards.
4.    Manage the finances and budget of Livelihoods unit with support from the Finance and Budget units.
5.    Manage relations with partners and seek out new and innovative partners – not simply traditional NGO partnerships.
6.    Manage policy and programme liaison with the United Nations Country Team (UNCT) members, Lebanon Crisis Response Plan (LCRP) Livelihoods Working Group, the Government of Lebanon (national and with municipalities), and related policy and coordination fora.
7.    Support donor relations and reporting with the External Relations and Public Information teams.
8.    Liaise with the Regional Bureau and Headquarters on policy, good practices and risk mitigation issues.
9.    Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds. Ability to cope with situations, which may threaten health or safety; flexibility in accepting work assignments outside normal desk description. Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies; ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Good understanding of the international humanitarian response and development assistance architecture, including coordination mechanisms, and funding mechanisms.
Facilitation and communication: experience of high-level coordination and chairing of meetings; ability to work with a diverse group of stakeholders and develop consensus and joint working with team members.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Has worked in a Country Office or equivalent level position within technical area.
  • Has led a country / area office programme team or a substantial component of a complex programme.
  • Has worked with government agencies and gained policy experience.
  • Has led team in operational as well as strategic discussions.
