Organizational Setting

The post is typically located in Monrovia under the Office of the FAO Representation in Liberia of the Food and Agriculture Organization of the United Nations.

Reporting Lines

Under the overall guidance of the FAO Representative in Liberia, and the FIRST Policy Officer, the Consultant will provide technical and organizational support to FIRST.

Technical Focus

The National Consultant – Agriculture Policy Effectiveness Diagnostic will work closely with the FIRST Policy Officer to implement the project.

Tasks and responsibilities

Under the direct supervision of the FIRST Policy Officer in Liberia, the consultant will conduct the following tasks\:

  • Develop a template for policies summary
  • Develop a template for data collection
  • Collate existing baseline data on domestic food production and demand to determine the gap gauged with population growth.
  • Collect data on trade (food imports over the last years), geographic characterization of food and nutrition security and land distribution, gender characterization, food production and productivity, public and private investment in agriculture mapping etc,
  • Provide support to the organization of stakeholders
  • Prepare short report of the different meetings
  • Conduct a field visit to a maximum of four counties
  • Perform other duties as necessary
Schedule of activities and deadline\:
  • Prepare a joint detailed action plan for data collection (1 day) including the list of stakeholders to meet \: February 10, 2019
  • Prepare a guide for the policies summary (2 days)
  • Conduct data collection (21 days)\: February 10 to 28, 2019
  • support the organization of Organize meetings (7 days)\: February 10, 2019 to March 31, 2019
  • Organize fields visits (4 days)\: March, 2019
  • Submit report for each area of data collection (15 days)\: by March 15, 2019
  • Submit a summary of related policies for food and nutrition security (5 days) April 15, 2019
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced diploma (minimum Masters) in food and nutrition security or related discipline
  • At least 5 years of experience in the field of food and nutrition security at central and district level
  • Candidates should be nationals of Liberia
  • Fluency in reading, writing and communication skills in English

  • Good writing skills
  • Computer literate (Proficiency in Microsoft suites)

  • Good understanding of the food and nutrition environment in Liberia
Selection Criteria
  • Knowledge and experience in Human Resources/Travel support services and administrative processes associated with project implementation
  • Independent worker and excellent skills working as part of a team;
  • Very high skills/knowledge of background related to the ToR’s Requirements
  • Experience with UN, and other international Organizations would be an asset
  • Past experience working in the UN/FAO and other international systems preferred
