STANDARD MINIMUM QUALIFICATIONS

EDUCATION:

Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

EXPERIENCE:

At least five years of relevant work experience.

LANGUAGE:

Fluancy (level C) in English, fluancy in Tajik and/or Russian.

JOB PURPOSE

To deliver budget and resource analysis and programming activities and/or provide support in Country Office, partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilization of funds.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Lead the Country Office (CO) team in development of the plans, policies and procedures for budget and programming activities, ensuring that objectives are achieved in compliance with WFP corporate standards;
  2. Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources. 
  3. Analyze, monitor and provide advice on fund utilization, and advance financing, loan and borrowing/repayment and refinancing arrangements; advise CO management team on approaching deadlines for unassigned funds and potential resource shortfalls/surpluses, and proposing appropriate solutions.
  4. Review and Monitor the resource pipeline to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools. 
  5. Collate and analyses data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
  6. Support the capacity building of WFP staff, including portfolio managers in fund & pipeline management and operational planning through providing training as required and materials, manuals and guidelines;
OTHER KEY ACCOUNTIBILITIES
  1. Ensure the CO Resource Management Committee is functional and present update on resourcing situation and forecasts;
  2. In collaboration with the Deputy Country Director, Head of Programme, Activity Managers, Supply Chain, and Donor Relations functions manage and monitor Green Climate Fund contribution for 2020-2024,
  3. Contribute to developing funding proposals to donors in coordination with partnership/donor relation colleagues. 
  4. Coordinate CO planning processes through COMET (Corporate tool for efficiency monitoring) and BPT (Budget and Planning Tool) with involvement of Regional Bureau and CO Programme, Supply Chain, Finances and other Units;
  5. Coordinate with Programme Unit and Field Offices in COMET management to ensure CO Management and Portfolio Managers have updated information on a project’s performance and progress against plan;
  6. Coordinate the gathering data from WFP offices for the Country Strategic Plan implemented activities in field by WFP and its cooperating partners; provide oversight on timely accurate reporting as per COMET guidance; perform analysis of distributions and partners’ performance report through system and provide regular update to CO management and unit.

• Has contributed to the development of operational or office related budgets.
• Has contributed to the production of planning/budgetary reports or other analytical reports to support decision making.
• Has demonstrated a broad understanding of WFP’s financial architecture and how it support implementation of operations.

Selected candidate will be employed on a fixed-term contract with a probationary period of one year. WFP offers an attractive compensation package. 16 weeks of maternity leave is part of the package, a staff member may also avail of special leave with full pay up to 8 weeks following maternity leave.
