The overall purpose of the assignment is to contribute to building the capacity of LGED and other government institutions and partners along asset management and resilient infrastructure. Specifically, the Training Specialist will provide specialist inputs to UNOPS NRP-LGED Sub Project in developing and implementing a professional development and capability building programme for LGED.

The TCDS will work collaboratively with the UNOPS Team and the relevant stakeholders (including LGED counterpart) in the delivery of the specific tasks/roles as well as in the overall project implementation.  In addition, he/she will support the Team Leader in strengthening of strategic partnerships with UNOPS, LGED and Donors.


Functional Responsibilities

  • Provide planning, coordination and technical support to project management relevant to project context;
  • Acquire knowledge of the development context in Bangladesh and the main partner Local Government Engineering Department (LGED);
  • Review and provide detailed inputs on the project’s Annual Work Plan and Budget; based on the overall work plan, prepare and agree with Team Leader on detailed plan of activities and deliverables;
  • Take the lead and work collaboratively with LGED in developing the Professional Development and Capability Building Programme;
  • Develop the detailed course design and curriculum including instructional manual and manage the delivery of pilot selected courses in close collaboration with UNOPS team;
  • Manage the implementation of the project’s training plan; work collaboratively with the UNOPS team and external consultants (if applicable) in the development of course/workshop/consultation design and delivery; this will include the design and deliver the Trainers’ Training Course on relevant topics with technical inputs from the UNOPS team;
  • Conduct meetings/consultations with LGED and key stakeholders to assess relevance and buy-in for long-term sustainable platforms for delivery of relevant courses;
  • Conduct meetings and consultations with LGED Committees on post training skills application and monitoring and recommend guidelines for implementation;
  • Conduct meetings/consultations and recommend implementable strategy for UNOPS and LGED including  lessons learnt from activity project implementation;
  • Monitor the implementation of professional development and capability building programme and prepare progress reports for incorporation in the overall project progress report to donors; provide review and inputs in the project’s progress/M&E reports;
  • Develop the process and tools for documenting lessons learned; organize and manage the conduct of lessons learned workshops for the project;
  • Provide guidance to UNOPS NRP Team on capacity building plan implementation, particularly on: training/course design development, training management and post training application monitoring;
  • Collaborate with the UNOPS team on review of outputs/deliverables and provide specific comments from a capacity building context;
  • Perform additional tasks as may be required.



Education/Experience/Language requirements

Education

  • Master’s/Advanced degree in Education, Social Sciences or other relevant discipline is required.
  • Additional years of experience with a Bachelor's degree may be accepted in lieu of an advanced degree.

Work Experience

  • A minimum of 5 years (or more depending on educational qualification) of relevant experience in training, curriculum development and organizational capacity development in large infrastructure organizations/institutions, including at a strategic level, is required;
  • Experience in engaging and negotiating with government in developing countries, required;
  • Experience in working in projects along themes of capacity development (required);
  • Excellent understanding of participatory processes and national capacity building approach, required;
  • Experience course design and curriculum development as well as delivery of technical trainings and workshops is required;
  • Excellent understanding of adult education methodologies, participatory capacity building, training course curriculum development standards in public infrastructure or government from various countries, preferred;
  • Experience in working on projects on resilient infrastructure, Climate Change, DRR and Risk Management, preferred;
  • Experience in providing specialist services in government institutions in Bangladesh, preferred;
  • Experience in working with international organizations is desired;
Languages 
  • Fluency in English is required;
