1.    Organizational Context

 

 

 

  1. Organizational Setting

     

    The post is located in the New Construction Projects Section, Premises Infrastructure Division, Administration and Management Sector.

     

    The Premises Infrastructure Division is in charge of the management and maintenance of all land and buildings on the WIPO Campus in terms, of infrastructure and technical facilities and the management and allocation of space, various equipment, furniture and supplies, and of logistical support to all WIPO sectors.  The Division is also in charge of the Environmental Responsibility Project and the Physical Accessibility Project in all buildings and on the WIPO Campus.

     

  2. Purpose Statement

     

    The incumbent sees to the environmental management of activities relating to plans to construct, renovate and transform premises and technical facilities in the various WIPO Campus buildings.  The incumbent formulates, plans, coordinates and monitors projects or activities in his/her domain.  He/She provides support and advice in order to ensure a strategic, results-oriented, efficient and effective response to building management activity needs, in accordance with the applicable rules.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Head of the New Construction Projects Section.

     

     

 

2.     Duties and Responsibilities

 

 

 

The incumbent will perform the following principal duties\:

 

 

 

a.  Advises and supports managers in the Division, the Sector’s other divisions or other sectors in activity planning for the construction, renovation, transformation and improvement of buildings, plant and equipment under short, medium and long-term investment plans;

 

 

 

b.  Acts as project manager for Capital Master Plan projects or any other complex project concerning the transformation or renovation of buildings or facilities, including supervision of the drafting of technical specifications, evaluation of bids and submissions to the Contracts Review Committee, coordination among all of the internal units of the Division, the Sector and any other Sector concerned, and coordination with all external professional firms and technical specialists throughout project duration;

 

 

 

c.  Analyzes and collates all data and information on knowledge of the WIPO Campus buildings and technical facilities that is required for the general monitoring dashboard;  manages and maintains the inventory of actions platform, for all buildings and installations taken together, including through coordination with the Organization’s other sectors and with external entities;

 

 

 

d.  Drafts the technical parts of documents required for in-house presentations, committees and other governing bodies for the purposes of strategic decisions and/or in support of proposals submitted to Member States, and contributes to the preparation of annual work plans and to the drafting of WIPO’s Performance Report on the regular budget and on projects;

 

 

 

e.  Supervises persons recruited under contracts for services (such as Individual Contractor Services (ICS) or Agency Workers);

 

 

 

f.   In the energy optimization of WIPO buildings, he/she oversees program implementation in respect of WIPO’s strategic commitment and legal obligations to the Host State, coordinates with in-house or external experts and recommends implementation strategies and measures;

 

 

 

g.  In the energy optimization of WIPO buildings, he/she analyzes and examines the environmental relevance of each project or optimization action, whether implemented or planned, and the inclusion of such action within the framework of legal obligations;  updates the holistic survey and monitoring platform for all action aimed at energy and consumption savings in WIPO buildings;  analyses and interpreters actual consumption in WIPO buildings, and prepares the necessary data and technical calculations to meet all internal demands;

 

 

 

h.  In the field of the environment, climate and carbon footprint, he/she recommends new initiatives within the Organization and, when they are approved, fully manages and supervises their implementation, compiles multi-audience statistics and presentations based of files relating to initiatives underway for several years, proposes specific activities designed to reduce the carbon footprint of various activities and draws up reports thereon;  manages technical matters relating to the carbon footprint of the WIPO campus and gives advice based on best practices in the domain;

 

 

 

i.   In the field of the environment, climate and carbon footprint, he/she represents the Organization in inter-agency committees, meetings and conferences and in environmental matters (at the United Nations and related agencies, European institutions, and the Host State at the federal, cantonal, municipal and other levels), liaises and coordinates with contact persons in other international organizations, and shares experience, knowledge and good practices in various inter-agency groups and committees, keeping abreast of new developments;

 

 

 

j.   Performs other related duties as required.

 

 

 

 

 

3.     Requirements

 

 

 

Education

 

Essential

 

First-level university degree in industrial or construction engineering, or in a related field.

 

 

 

Further training in environment, building and/or construction efficiency.

 

 

 

Desirable

 

Additional degrees or training in project management.

 

 

 

Experience

 

Essential

 

At least six years of experience in environmental issues and sustainable development applied to buildings and geared towards energy efficiency and optimization.

 

 

 

An advanced university degree in one of the above-mentioned disciplines may be accepted in lieu of two years of experience. 

 

 

 

Desirable

 

Experience of project management in construction and/or industry.

 

Language

 

Essential

 

Excellent written and spoken knowledge of French and good knowledge of English.

Excellent knowledge of carbon footprint calculation methods.

 

 

 

Ability to express himself/herself clearly and precisely in writing and to communicate effectively with high-ranking officials in any committee or in-house body or with any external official body in the United Nations framework or in the field of construction in general.

5.      Information

 

 

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

 

 

Annual salary\:

 

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the August 2019 rate of 80.0%
