ORGANIZATIONAL CONTEXT

Two year since more than 700,000 Rohingya refugees fled to Bangladesh, WFP continues to provide lifesaving food assistance through in-kind distributions, e-vouchers, prevention and treatment of malnutrition while continuing essential support to vulnerable members of the host community.

At present WFP is supporting about 840,000 refugees through food assistance:  430,000 Rohingya refugees through in-kind (General Food Distribution/GFD) modality from 17 distribution points in 29 camps, meanwhile another 410,000 Rohingya refugees (including pre 2017 influx) receive eVouchers at WFP’s 11 assistance outlets. In the next six months, WFP will gradually transition beneficiaries from in-kind assistance to eVoucher modality.

Apart of regular food assistance, WFP also provides rapid food assistance to newly arriving refugees in transit centres with hot meals and a six-day ration of micronutrient fortified biscuits. Families relocated from high risk areas or displaced due to the monsoons, and protection referrals are also provided with a six-day ration of micronutrient fortified biscuits, then a dry food ration or cooked meals for two weeks.

JOB PURPOSE

To oversee WFP’s food, eVoucher, and/or cash distribution activities within a specific coverage area and provide reports to support the effective delivery of assistance and management of beneficiary complaints.

Programme Unit, Food Assistance (General Food Assistance and Cash Based Transfers)

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance and supervision of Programme Officer in GFD and/or eVoucher teams, the Programme Assistant will be responsible for the following duties:

Program Implementation:

  1. Verify the planned movements and distribution of food, eVoucher, cash or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.
  2. Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items, eVoucher, cash or non-food items.
  3. In coordination with GFD/eVoucher Cooperating Partners, prepare distribution plan disaggregated at camp, block and sub-block levels. Oversee CP’s community mobilization and token and SCOPE card distribution.
  4. Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
  5. Assure gender and protection concerns are mainstreamed and prioritized in distribution centres, monitor porter/volunteers’ support for extremely vulnerable families.
  6. Ensure key distribution and entitlement messages are communicated with beneficiary communities and camp level stakeholders in timely and periodic manner.
Long Description

Field Coordination

  1. Organize and facilitate regular meetings with cooperating partners; site management agency and camp in charges at camp levels; traders and financial service providers; and internal counterparts to gather feedback and comments to support programme reviews and improve services.
  2. Assist conducting regular meetings of beneficiaries, community leaders, refugee volunteers, food management committees, and cooperating partners on commodity pipeline, distribution arrangements, food/cash/eVoucher entitlements and to discuss beneficiary complaints and feedback.

Monitoring and Complaints Feedback Management

  1. Collate assistance programme(s) data, conduct onsite process and/or beneficiary monitoring, and post distribution monitoring to support programme reviews and informative decision-making.
  2. Receive and collate comments and feedback from cooperating partners, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
  3. Consolidate help desk complaints at distribution points/eVoucher shops and referrals from site management agencies twice a week. With support from Programme Associate verify complaints, share feedback and action points with the cooperating partner and referring agencies.
  4. Support VAM/Supply Chain Unit in market assessment and price monitoring exercise on a monthly basis.
Long Description

Reporting:

  1. Report weekly to the WFP programme associate/officer on relevant events and key concerns regarding food/cash/eVoucher management, distribution and performance of cooperating partners.
  2. Compile monthly monitoring findings for all food assistance intervention, share with the food assistance team internally, and formulate follow up plans jointly with cooperating partners, traders and/or financial service providers.

 Perform any other tasks required in the context of the overall WFP operations in Cox's Bazar.

 OTHER SPECIFIC JOB REQUIREMENTS

  • The candidate should have at least one year of experience working in food and/or cash distribution.
  •  Preference will be given to candidates with operational experience in ongoing Rohingya refugee response, knowledge of site management and project monitoring is highly desirable.
  •  Working experience with MS Office package, KoBo Toolbox or other ODK-based platform is equally desired.
STANDARD MINIMUM QUALIFICATIONS

Education: Minimum Bachelor’s degree in Development Studies, Social Science, Humanities, or any relevant subject.

Language:  Fluency in both oral and written communication in English and fluency in oral Chittagonian/Rohingyan dialect highly preferable.

Nationality: Bangladeshi.

Experience: At least 1 years’ experience in the similar field.

Knowledge & Skills: Experience in E-voucher, communality distribution, report preparation and skilled in computer use specially data transfer, report preparation, report presentation, MS Word processing, Excel Sheet and other WFP standard software. General knowledge of WFP monitoring and evaluation systems and standards.
