NRC in the Islamic Republic Iran
NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 9 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve rights of the displaced.
Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran efforts towards an estimated 3,6 million Afghans residing in country and is expanding its programme unit.
About the position Shelter-WASH Officer for NRC Iran
NRC is now seeking a dedicated/experienced Shelter-WASH Officer to achieve quality support function in Iran. The Shelter-WASH Officer will support all Shelter-WASH activities under supervision of Shelter-WASH Coordinator in Tehran.

Generic responsibilities

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated CC project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement
  • Promote the rights of refugees and displaced in line with the advocacy strategy
  • Identify and report protection needs and gaps, explore and propose new and safer ways to assist.

Specific responsibilities

  • Develop NRC technical architectural, mechanical and electrical plans for the implementation of Shelter and WASH activities
  • Utilize or develop monitoring tools and employ them to constantly observe and report on quantity and quality of work implemented
  • Support to NRC Logistics Department with tendering processes and the procurement of materials and supplies
  • Conduct quality control and provide technical support to NRC’s contractors
  • Ensure that procurement, development and distribution of materials and equipment are conducted timely and according to procedures
  • Preparation of reconciliation and handover documents for Shelter and WASH projects

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Liaise with government and relevant UN and NGO partners at central and field level
  • Coordinate with NRC other core competencies and Finance and Logistics departments
  • Coordinate with contractors and subcontractors in terms of contract management, monitoring and implementation
  • Coordinate with stakeholders including local communities and authorities
  • Interact with technical agents of donors and technical advisors during the course of their fields visits, provide necessary technical inputs and contribute to technical discussions with them.

Competencies  
Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies
These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Experience working for NGO/INGO and working with governmental organizations will be a plus
  • Previous experience from working in complex and volatile contexts
  • Fluency in English and Persian, both written and spoken

Context/ Specific skills, knowledge and experience:

  • Ability to produce good quality reports in English and Persian within short deadlines
  • Skillful in negotiation with wide range of stakeholders with different interests, including contractors, governmental authorities, and camp managers
  • Ability to provide technical solutions to address probable shortcomings in work implementation, etc. through drafting work orders, contract amendments, etc. and communicating them to contractor and suppliers after confirmation of line manager
  • Good knowledge of Iranian labor law, taxation regulation and contract management
  • Knowledge of project cycle management will be a plus
  • Proficiency in related software including AutoCAD and Microsoft Office
