Job Description

Position:WPE Senior Program Officer

Report to: WPE Coordinator

Manages:WPE Teams in Aden and Abyan Governorate

Duty Station: Aden

Scope/job purpose:

Under the direct supervision of the WPE Coordinator and based in Aden, the WPE Senior Officer position will oversee and support the day to day WPE activities in their designated sites in static centers and/or mobile locations. They will provide technical support and mentorship to the WPE team and, working closely with the WPE Co., ensure quality services and implementation of - PSS and group activities aimed at building social support networks, case management for women and girl GBV survivors, risk mitigation and risk reduction activities, community-based interventions and mobilization aimed at strengthening community acceptance and support for the program and prevention.

Detailed responsibilities and tasks:

Technical Quality

·Oversee and support the running of the WPE activities in AdenandAbyan through -

oEnsuring that WPE program activities are women, girl and survivor-centered, and adhere to best practice and GBV guiding principles; flagging any concerns to the WPE Co. in a timely manner;

oConducting regular weekly in-person field visits and provide remote support to oversee the successful implementation of WPE activities in designated area of operation, which include static WGCC and WGSS in Health Facilities.

oEnsuring monthly site team work plans and weekly activity schedules are in place, updated and track progress with the Women’s Center Officer/site leads; and ensure weekly follow up of activities against produced work plans;

oSupporting the WPE team to continuously monitor and assess risk across all their services, activities and sites of operations; raising any concerns immediately in line with procedures;

oMeet regularly with the site teams to discuss, design, plan community outreach, mobilization and engagement activities; and support the team to identify, train and mentor teams of community volunteers;

oMeet regularly with the other WPE Officers, WPE Managers and WPE Co. to discuss programming progress, successes, challenges, responsiveness of our program; putting in place an action plan and follow up;

oSupport the team to develop Dignity Kit distribution plans and post-distribution monitoring; and provide as needed support in distributions on site

oCoordinate closely with the health team in the delivery of Clinical Care for Sexual Assault Survivor trainings and capacity building activities, to improve the quality of clinical response for GBV survivors

oEnsure that ethical and sound data collection and information management systems are in place for appropriate GBV analysis, planning, evaluation, and advocacy

·Case management support -

oWith technical guidance from WPE Co. or WPE Manager, provide technical support to the case management team on high risk and/or complex, difficult cases;

oSupport the mandatory weekly team case management meeting and individual supervision sessions between Case Workers and supervisors at each site of operation;

oReview case files with the Case Workers and ensure they are carefully and safely stored in-line with the Case Management Protocol, data protection protocols, ethical standards, WPE and interagency guidelines, GBV guiding principles and best practice; raise concerns to the WPE Co. as needed;

oSupport the WPE Center Officer/Case Workers to ensure they are tracking and following up on referrals conducted within the case management process;

oEnsure the WPE team are using functional, survivor-centered referral pathways and conducting safe, confidential and appropriate referrals in line with best practice;

Staff Supervision and Development

·Ensure timely completion and submission of monthly timesheets, communicating clear expectations, setting performance objectives, probation reviews and annual performance reviews;

·Monitor staff care and well-being and approve and manage all leave requests to ensure adequate coverage; raise any concerns to your supervisor the WPE Co.;

·Through close work with the WPE Co and WPE Capacity Building Officer ensure that all new staff are provided with the core WPE and GBV training package; identify opportunities for further learning and refreshers;

·Assist with the recruitment of incentive workers and community volunteers.

Reporting:

·Weekly activity summary reporting gathered from your sites; then submit a consolidated weekly bullet point report (including no case data) to the WPE Co; and raise any challenges or concerns immediately;

·On a weekly basis, support the GBVIMS Officer to gather and consolidate data from your sites, and update the master Program Data and Indicator tracker; submit in time with the deadline to the WPE Co. to review.

Budget Management:

·Based on lists of needed program items received by the Officers or other activity leads, ensure the development of procurement plans for your areas of operation;

·Update procurement plans for your sites of operation on a monthly basis ahead of procurement review meetings, send complete procurement plans to the WPE Co.;

·Develop spending plans based on procurement plans and submit to the WPE Co.;

·Refer to provided budgets to allocate codes for PRs, checking with the WPE Co.;

·Raise PRs for program activities and materials, follow up on PRs, their tracking and completion;

·As requested by WPE Co., prepare internal reports within agreed deadlines, including feeding into donor reports in time with deadlines, ensuring the accuracy of the information provided.

Coordination:

·Represent the IRC in the GBV sub-cluster in Aden

·Develop and maintain effective working relationships where relevant with NGOs, UN agencies and authorities.

·Coordinate the development of referral pathways in relevant areas where the WPE team is operational

Other:

·Other relevant duties as assigned by the WPE Co. to support the implementation and quality of the program;

·All IRC staff are required to adhere to The IRC Way Standards for Professional Conduct and the IRC country employment policies

Qualifications

Required qualification and skill

Education & Knowledge

·Bachelor’s degree in gender studies, health, social work, humanities or other related discipline.

·In-depth understanding of the root causes of GBV, related international standards, and GBV prevention and response strategies.

·Familiarity with WHO Clinical Management of Rape (CMR) guidelines or IRC Clinical Care of Sexual Assault Survivors (CCSAS) guidelines

Experience

·2-3 years professional experience in Women’s Protection and Empowerment/GBV programming

·At least one year of experience supervising a team providing direct services to survivors of violence and/or working at the community level

·Demonstrated experience facilitating trainings and workshops on GBV or issues related to women’s rights

·Experience in working collaboratively and/or advocating with other sectors and teams to promote gender equality and prioritize needs of women and girls

·Experience in starting-up new programming

Skills & abilities

·Good interpersonal and team building skills and knowledge of participatory approaches

·GBV or WPE Case management experience

·English skills needed: Good oral and written communication skills.

·Ability to work under pressure, long working hours, and heavy workload.

·Self-motivated, honest, highly responsible, and punctual.

·Ability to work both independently and as part of a team.
