Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

 
The Division of Technical and Scientific Services (SGTS) is the departmental branch for nuclear and other measurement systems applied in verification activities, containment and surveillance techniques and all verification logistics. Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department's equipment systems. The Section for Verification Logistics (TVL) provides the Department with support and services (including equipment contamination monitoring and decontamination) in connection with the receipt, shipment, warehousing, physical verification, procurement and provision of equipment and supplies.


Main Purpose

Under the general supervision of the Section Head, Team Leader and the Project Manager, carries out business analysis and translates the new business requirements into Sequoia system deployments and/or business process changes. Acts as a change agent for coordinating software deployments/modifications corresponding to the business requirements and follows-up the software developments.


Role

The Project Manager is\: (1) a specialist in performing business analysis; (2) a point of liaison with relevant users and stakeholders in the Department; (3) an adviser for the senior managers of the Division on process change, risk, and system implementation issues.


Functions / Key Results Expected

Related to the development of SEQUOIA software system, plateau 2\:
•Work with users and stakeholders in specifying business requirements and analyzing their feasibility;
•Perform impact analysis and manage implementation of changes in liaison with internal and external stakeholders;
•Develop system documentation as well as related internal procedures;
•Act as a liaison between the end-users, analysts, programmers and testers to ensure required performance;
•Assure quality of the developed software to ensure that it meets the user requirements, is properly tested, adequately documented and conforms to the established standards in terms of reliability, accuracy, user friendliness and maintainability;
•Keep stakeholder informed of progress and issues of the project.

Qualifications, Experience and Language skills

  • Documented experience in programming relational database applications in Web environment;
  • Experience with agile project management (SCRUM);
  • Experience in specifying business processes, user requirements, creating procedures and testing software;
  • Experience in translating customer needs into new IT products and services improving efficiency and effectiveness of the corresponding business processes;
  • Strong interpersonal skills with the ability to work effectively and efficiently on multiple projects simultaneously in multidisciplinary/multicultural teams with respect and sensitivity for diversity;
  • Strong communication and customer service skills including the ability to prepare software-related documentation, to write clearly and in a structured manner and to make effective oral presentations.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $60233 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26442, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
