INTRODUCTION 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 

OVERALL PURPOSE OF THE ROLE: 

Oversee all DRC supply chain functions in Jijiga Area office to ensure that all processes are in compliance with DRC policies and procedures. Manage, supervise and build capacity of supply chain unit and plan all supply chain tasks in coordination with the team. The supply chain team leader will contribute to the strengthening of systems, in addition to overseen procurement, compound operation, the team leader will support and strengthen the capacity on warehouse management. The supply chain leader will work closely with the Area Manager, program and support service units.

 

RESPONSIBILITIES AND TASKS

Overall supply chain and Warehouse and Inventory Management

  • Ensure all supply chain tasks in the Jiiga Area office, in compliance with DRC Operation Handbook and standards
  • quality monthly and quarterly API report compilation and ensure timely submission to country officer.
  • As Warehouse manager oversee DRC Jijiga Warehouse Management and ensure compliance with DRC and donor requirements, including establishing/organizing warehouses, stock management
  • Quality check stock reports and stock control to ensure accurate inventory and asset records and use of DRC documentation forms, and proper filing of warehouse documentation.
  • Maintain an asset register of all items in DRC Jijiga / camp / project locations and implement disposal plan when goods are no longer of use. 
  • Compile monthly and quarterly API reports and ensure timely submission to country office
  • Ensuring accountability of all materials from supplier, to stock, to camp to use through monitoring of procedures for material handling and field visits.

Procurement

  • Oversee procurement processes and documentation and ensuring adherence to policies and standards
  • develop suppliers list, plan procurement mission and optimize procurement activities
  • Support procurement officer on larger and complex procurement
  • maintaining a procurement tracker and ensure bi-weekly circulation

DRC Compound Management

  • Supervise vehicle fleet management and all fleet management adhering to DRC policies and standards, hereunder ensure movement plans shared and approved when necessary, ensuring all vehicles are fit for purpose, safety compliant, drivers are adhering to driving rules and regulations and kept clean, 
  • Supervise the fuel consumption and management for the DRC fleet as well as, generators, pumps etc. and ensuring compiling a weekly and monthly report.
  • Collaborate with the Admin department in the maintenance and repair of compound and offices
  • Manage water delivery, generators, electricity in office and staff compounds in coordination with administration department
  • Ensure that all communications and safety equipment are available in good working conditions in offices and staff compounds
  • Collaborate with the Area Manager, administration department to implement compound safety standards (MoSS).

 

Staff Management

  • Supervise all supply chain staff and mentor and build capacity of staff.
  • Organize and plan work of the supply chain unit in coordination with team members to ensure effective and efficient coverage of all roles and responsibilities and execution of all supply chain tasks.

EXPERIENCE AND TECHNICAL COMPETENCIES 

 

  • Strong planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding work environment.  
  • Excellent interpersonal and personnel management skills, including diplomacy, communication and negotiating skills;  
  • Experience in staff training and capacity building 
  • Results-oriented and demonstrated ability to build partnerships  
  • Ability to work under pressure to tight deadlines.
  • Strong planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding work environment.  
  • Excellent skills in the use of computers (MS Word, Excel, outlook Power Point).

 

EDUCATION: 

BA degree in supplies chain management or other equivalent logistics fields.

LANGUAGE: 

Advanced English proficiency required. 

Fluency in Amharic required.

Somali Language a strong asset.
