IDLO IN MYANMAR

IDLO has been working in Myanmar since 2013, to support the country’s government justice institutions, lawyers, civil society representatives and communities to strengthen rule of law and access to justice, enhance gender equality and promote peace and development in line with Sustainable Development Goal 16, as part of the ongoing democratic transition in the country.  Through four Rule of Law Centers (ROLCs) located in Mandalay (Mandalay Region), Yangon (Yangon Region), Myitkyina (Kachin State), and Taunggyi (Shan State), IDLO is promoting increased public legal awareness in Myanmar by providing training on a range of rule of law, human rights and access to justice topics.  The ROLCs are contributing to facilitating dialogue between communities and justice service institutions about local justice issues, rights and responsibilities to civil society organizations, lawyers and communities. THE POSITION

Reporting to the Field Program Manager - Myanmar, the Associate Field Program Manager, Rule of Law Centers (ROLCs), will coordinate program activities with the Centre Managers to ensure timely responsiveness on programmatic needs and quality of deliverables expected from the Rule of Law Centers in Yangon, Mandalay, Taunggyi and Myitkyina.

The Associate Field Program Manager will be expected to provide core programmatic and supervisory functions by contributing the following to the ROLC program:

 1.      Technical Leadership:

  • Serve as an aide to the Field Program Manager and provide technical guidance and leadership to the Rule of Law Centers Program (‘The Program’), in line with the current program strategy;
  • Support the development and implementation of the Program's work plan and budgets, analyze and anticipate delays and challenges, proposing adjustments as required;
  • Support and mentor Centre Managers in developing effective strategic planning, program evaluation and project management skills;
  • Assist in establishing effective and supportive cross- program coordination, organizational procedures, and program management systems;

2.        Interaction with Stakeholders:

  • Closely work with the Field Program Manager to develop and maintain relationships with counterparts and local partners/stakeholders, including government at the state/regional and Union levels;
  • Under the general direction and guidance of the Field Program Manager and as delegated, liaise with donor representatives and other stakeholders involved in justice sector reform and access to justice initiatives in Myanmar;
  • In the absence of the FPM, perform representational role and function, and adequately represent the Program at relevant meetings/fora.

 3.       Program Monitoring, Evaluation and Reporting:

  • Support the roll out and implementation of M&E frameworks across all ROLCs;
  • Monitor the Program implementation environment, including security, political, development and personnel issues that may affect implementation of Program activities;
  • Identify potential risks to the ROLCs Program strategy, objectives or activities, and make timely recommendations for optimal course corrections to the Field Program Manager;
  • Ensure program alignment with conflict sensitivity, Human Rights Based Approach, and gender sensitivity policies;
  • Identify project and team successes and develop documentation for internal and external information sharing;
  • Ensure timely submission of monthly reports outlining progress made towards the achievement of objectives;

   4.      Supervisory duties

  • Line manage and assess the performance of all Centre Managers;
  • Mentor personnel of the ROLCs as needed or directed;
  • Support the development and implementation of the internal staff capacity development plan;

 5.       Other relevant functions as requested by the Field Program Manager.

IDEAL CANDIDATE PROFILE

Education and Work experience

  • Undergraduate degree in development, law, business or related discipline is required;
  • Minimum of 5 years of relevant professional experience in the area of program/ project management and strategic planning, preferably within an international organization;
  • Experience in leading a team;
  • Demonstrated experience in managing stakeholder relationships including with government and other international organizations.
  • Previous experience of implementing legal / rule of law programs is advantageous.

Languages

  • Fluency in Burmese and English is required;
  • Knowledge of another language spoken in Myanmar particularly Kachin, Shan, Karen and Rakhine, would be an added advantage.

Specific knowledge, skills and behavioral competencies

  • Sound knowledge of Myanmar legal system and context.
  • Excellent computer skills, including Word and Excel in a Microsoft Windows environment;
  • Excellent written and verbal communication skills;
  • Strong interpersonal and organizational skills, ability to work under pressure with tight deadlines and to respond timely to queries and provide feedback;
  • Demonstrate the ability to lead a team and to meet project objectives;
  • Ability and willingness to travel within the country;
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

This vacancy is open to Myanmar nationals or to those residents with a valid residency/ working permit of the duty station.

For this locally recruited position, IDLO shall offer the selected candidate a local affiliate contract until 30 June 2021, with the possibility of extension, subject to performance and availability of funding.
