WFP Cameroon is seeking a Program Associate-Resilience and Livelihood in the Maroua Area Office. The Programme Associate’s key focus is on livelihood activities and building or recovering assets that impact positively on food security while targeting the most food insecure geographical areas, and to those vulnerable households in need of WFP assistance.

DUTIES

Under the direct supervision of the Program Policy Officer, Maroua Field Office, the incumbent will perform the following tasks:

  1. Assist in designing programmes that provide enhanced opportunities to strengthen communities’ beneficiaries, that promote self-reliance, strengthen livelihoods, and build resilience to shocks and response capacity.
  1. Contribute to strengthening partnerships with humanitarian agencies and inter-governmental partners in food for assets creation, livelihood, food security in line with WFP’s Strategic Objective 2.
  1. Assist in developing formal arrangement with implementing partners and identify proposed projects and facilitate needed approval at the local level.
  1. Assist in selecting target communities for the livelihood/resilience through assets creation programme, following clearly defined and transparent selection criteria and the use of community participatory planning approaches.
  1. Apply crosscutting lenses: such as gender equality and women empowerment, protection, nutrition etc. in the planning, design, and implementation of communities’ assets creation for additional benefits and impacts
  1. Ensure that high quality standards are applied to asset building to achieve the intended impacts on livelihoods, food security and nutrition.
  1. Support to provide a direct food, unconditional cash transfers to meet the consumption gap of the most vulnerable; and conditional cash for food for asset creation to simultaneously build community assets that reduce the risk of disaster, strengthen livelihoods and build resilience over time.
  1. Review and give technical feedback on food security assessment, beneficiaries targeting and monitoring plans and ensure that programmes are relevant, well targeted and providing appropriate response to the food and nutrition security of the assisted vulnerable population in the Far North Region.
  1. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies (e.g. VAM) and best practices
  2. Manage/conduct regional food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  3. Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make recommendations; periodically monitor the management of risks and report on any actions taken;
  1. Contribute to enhance disaster preparedness for effective response, and to ‘build back better’ in recovery, rehabilitation and reconstruction.
  1. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
  1. Monitor and evaluate activities and ensure that programme objectives have been achieved and whether activities are responsive to participants’ needs.
  1. Document the process and prepare a case study for wider dissemination. This should form part of WFP’s livelihood and community asset creation experience and contribute to larger formulations within the government for providing social safety and protection.
  1. Work in close collaboration with internal counterparts and external partners to strengthen the quality of food security and nutrition results monitoring and build credible evidence of trends towards the achievement of SDG2.
  2. Perform other duties as required by WFP.

QUALIFICATIONS:

  • Education: GCE Advanced Level or Baccalauréat.

    A Bachelor’s degree in Agriculture, Economics, Rural Development, Food Security, International Development Agricultural Economics or project Management will be an asset

WORK EXPERIENCE:

  • At least 3 years of professional experience in implementing food security projects, early recovery, resilience building and livelihood programmes management, analysis and monitoring with an interest in international humanitarian development.

LANGUAGES:

  • Fluent in either English or French Language and good working knowledge of the other
