Job Description

Scope of work: The position requires a personal commitment to advancing women’s issues and working on behalf of women and girls in the community. The WPE Response Officer will oversee individual through case management process and Psychosocial Support activities for women and girls in Kachin IDP camps. The WPE Response Officer also work closely with partner Caseworker/s and community focal points to provide a friendly, safe, and welcoming environment for women and girls, while providing referral service where needed.

Position objectives:

  • To jointly plan and oversee basic case management and psychosocial activities for survivors of GBV in emergencies together with Partner Caseworker/s.
  • To support the development of a referral process for GBV survivors, including identification of and advocacy for addressing risks and gaps that exist.

Responsibilities:

Technical Quality

  • Technically supervise partner Caseworker/s.
  • Provide guidance, mentoring and support to staff and partners with day to day needs.
  • Ensure cases are properly documented according to case file system and GBVIMS as well as ensuring that case files are properly managed and stored in line with confidentiality requirement.
  • Facilitate regular case management meetings on a monthly basis or responsive to emergency support needs.
  • Seek to improve referral pathways by enhancing service mapping in program area, engaging with external agencies, and advocating as needed to improve access and quality of referrals available to GBV survivors.
  • In collaboration with WPE Manager for technical support as needed.
  • Lead Psychosocial Support activities and Psychosocial support group sessions in program sites along with partner staffs. Provide ongoing mentoring and support to partner Caseworkers in group facilitation throughout the process, co facilitated as needed.
  • Conduct Caseworker skills assessment twice a year and provide technical support as needed.

Grant Monitoring and Reporting

  • Prepare and submit monthly and quarterly work plans in a timely manner for supervisor review and feedback.
  • Compile and develop a monthly activity report for submission to the WPE Manager.
  • Ensure that all response relevant financial documentation is accurately completed and submitted, as required by IRC policies.

Coordination & Representation

  • Identify concerns related to service provision and access to services, and develop strategies for constructively addressing them with other relevant actors.
  • Support other stakeholders, including government actors, other humanitarian actors, and communities/leaders in identifying strategies that address the concerns and needs of women and girls.
  • Coordinate closely with WPE Manager for advocacy issues.
  • Contribute to the strategic vision and planning of WPE and partner’s program/activities in collaboration with WPE Senior Manager, Manager, other officers and partner staff.
  • Attend meetings on behalf of the WPE program as relevant or requested.
  • Coordinate with partner staff in celebration of special events and activities including 16Days of activism and International Women Day.
  • Serve as a focal of IRC WPE response team to the external community.

Other

  • Ensure all activities are carried out in accordance with IRC policies and procedures.
  • Other duties as assigned by the supervisor to enable and develop IRC programming.

Qualifications

Education

  • Bachelor in Social Science, Public Health, Humanities or other related field or equivalent professional experience.

Skills and Qualifications

  • At least 2 years of professional experience in NGOs in community mobilization, social work, counseling, or psychosocial program.
  • Familiarity with emergency contexts and issues, particularly in Kachin State.
  • Clear understanding of and experience related to gender, human rights, and issues surrounding violence against women and girls.
  • Strong desire to work with women and girls and address the issues they face in Kachin State.
  • Demonstrate understanding of and ability to maintain confidentiality and respect for clients.
  • Previous work with or within a women’s organization, preferred.
  • Experience facilitating trainings, worships, or mentoring others.
  • Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-culture team.
  • Ability to develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners.
  • Fluency in Myanmar, Kachin and other local languages.
  • Ability to communicate well in English.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
