Job Description
The WPE M&E Officer will oversee the tools of M&E systems for all WPE Programs across Kachin State to be in well function, and support supervisor in the activities related M&E concerns in order to achieve program goal. To achieve this goal, he or she will work closely with program staff and partner organization staff, and be supported technically by Protection M&E Manager and M&E Coordinator. This position reports to WPE Manager. The objectives of the role are as follows:
M&E
- Assist in supervisor’s developing M&E tools for tracking to measure program outputs and outcomes.
- Assist in and participate in preparation of capacity building of WPE program and partner staff to effectively implement M&E activities.
- Ensure weekly and monthly data are collected timely (as much as possible) and, make sure those are accurate and qualitative.
- Assist in preparation of out coming survey or assessment related to project activities and lead the survey team as necessary.
- Participate in training and workshop related to M&E concern.
- Assist in supervisor’s preparation of monthly, quarterly and annual report.
- Support/lead in data quality audit, if any, according to program need and its timeline.
- Make sure all data and information are in safe manner and stored properly including field level.
- Entry data of survey and assessment conducted in project.
- Support supervisor in preparation for awareness raising about M&E in team.
- Any other tasks assigned according to program needs.
Operations

Support program staff on operational related works (finance, supply chain and admin) related process and procedure.
Qualifications
- At least 1 years working experience on gender-based violence, women’s empowerment programming or protection related fields.
- At least 2 year working in M&E, social research or equivalent field.
- BA or equivalent degree in social science, public health or related fields.
- Experience working with INGOs is strongly desirable.
- Experience working with vulnerable, disempowered and marginalized groups.
- Experience and skills in capacity building and mentoring program teams.
- Demonstrated an understanding of gender equality and women’s empowerment and a commitment to IRC’s approach and values including ethnic diversity and cultural sensitivity.
- Fluent written and verbal in Myanmar and English; Kachin language fluency preferred.
- Equivalent knowledge of MS-Office software applications (Word, Excel, Access, Outlook and Power Point).
- Ability to work under stressful conditions, while maintaining perspective and a sense of humor.
- A strong team player and willing to support others.
- Willing to travel extensively to hard-to-reach and/or insecure areas.
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
