Background

The Central Statistical Agency of Ethiopia (CSA) is an organization mandated to produce and disseminate socio-economic and demographic data and also to support and coordinate the national statistical system of the country to produce quality data. The agency is playing a significant role in evidence-based planning and decision making in the country by producing difference data from surveys and censuses over years besides its crucial role of coordinating the work of the national statistical system. The Agency has designed and is implementing a national strategy for development of statistics II (NSDS II) which is a five years strategic plan for the development of statistics in the country and its implementation is aligned with the Second Growth and Transformation Plan (GTP II) and the first 5 years of the sustainable development plan implementation whereby great attention is paid to the development of quality data production in the national statistical system (NSS).

As the mandated institution for the production and dissemination of official statistics, CSA aspires to provide users quality statistical information in various spheres including gender statistics. One of the main thematic areas of the NSDS II is development of gender statistics which is the mandate of the gender mainstreaming directorate of the organization. However, the capacity of CSA in the production of gender statistics for monitoring the national, regional and global plans and commitments needs to be enhanced. In order to improve the production of gender statistics, supporting the gender mainstreaming directorate of CSA and the organization at large is found to be very important which requires investigating all approaches of gender data production. Once the data gap is identified and data need determined, strengthened coordination, partnership and concrete collaboration with Ministries, Departments and Agencies (MDAs), UN agencies, CSOs, academia, professional associations and researchers is further required for production of quality statistical data that can reflect the realities of Ethiopian men and women. Development of gender statistics is crucial for gender equality and women’s empowerment as a pillar for evidence-based decision making and programming.

Currently, CSA has 25 branch offices and 20 directorates at the Federal, where one of the directorates is the Gender Mainstreaming Directorate. The directorate is under-staffed as it stands now. The directorate has been working with different task forces and ad hoc committees drawn from the core directorates of the CSA as a proxy remedy for shortage of staff required. The support from the committees can still continue as it facilitates coordination and allow engagement of multidisciplinary team. However, cognizant of the need for additional staff to follow up the implementation monitoring and reporting on planned activities, UN Women is hiring a national consultant who will support the unit and CSA.

This TOR is, therefore, developed to guide the recruitment of a gender consultant with relevant qualification and practical experiences on mainstreaming gender considerations and skill in data production and analyses from a gender perspective to provide technical assistance and advice for CSA

Duties and Responsibilities

The consultant will deliver on the following core tasks but not limited to these;

  • Provide technical support on a day to day basis to the gender directorate and the top management of CSA as deemed necessary. This activity has a diverse aspect including preparing various proposals & reports, build partnership with MDAs, UN agencies working on gender equality and the empowerment of women and girls;
  • Review GTP II and SDG indicators from gender perspective to identify the data gaps and come up with the required recommendations with solutions to improve gender statistics land scape in the country;
  • Follow-up and support the implementation of the Letter of Agreement between UN Women and CSA on “Making Every Woman and Girl Count: Systematic production, analyses, accessibility and accountability of the Growth and Transformation Plan II and Sustainable Development Goals” signed on June 20, 2019.
  • Review plans, budgets and reports of the CSA from gender perspective, facilitate and coordinate trainings, meetings and dialogues from gender statistics perspective,
  • Provide technical assistance to engender the National Statistical System of Ethiopia ,
  • Provide technical support to the various Steering and technical committee that is to be formed for the implementation of the project document,
  • Provide strategic support to CSA staff at the federal and branch offices on the work of improving gender mainstreaming within the organization in all aspects,
  • Support the functioning of a regular dialogue platform between data producers and users and effective dissemination up to date, reliable and comparable data;
  • Assist the gender mainstreaming directorate in strengthen existing networks and in fostering new partnership with the National statistics council, Statistician association, sector ministries, research institutes, academia, development partners, CSOs and the media
  • Contribute to the fund mobilization effort for the implementation of gender equality and women’s empowerment related activities.

Competencies

  • Strong knowledge of UN programming and policy development;
  • Knowledge of gender issues and analytical work in international development;
  • Experience in results-based management and training;
  • Familiarity and previous experience in implementing gender markers;
  • Strong knowledge on gender mainstreaming, gender responsive planning and budgeting;
  • Experience in research and compilation of information to show results desired;
  • Excellent communication, writing skills, and analytical skills;
  • Sensitivity, understanding of diversity, work as a team.

Required Skills and Experience

Education

  • Advanced degree (or equivalent) in statistics, gender studies, economics, demography, and sociology or related field is required.

Experience and skills

  • At least 5 years of demonstrable experience in statistics development at the national, regional and/or international level with practical experience on gender;
  • Technical expertise in areas relevant to generation and analysis of gender statistics, project management, monitoring, evaluation, reporting from a gender equality and women empowerment perspective;
  • Strong understanding of gender and its interlinkages with the National Development framework (GTPII+) , Sustainable Development Goals and Leave No One Behind initiative; and
  • Solid knowledge of specifics of the UN System, the 2030 Agenda and the Africa agenda 2063

Languages:

  • Fluency in English and Amharic is required.
