Organizational Setting
Within the context of the broadening collaboration in the humanitarian development nexus, FAO and the European Union have developed the Global Network against Food Crises Partnership Programme as one of the key mechanisms supporting FAOs work on food security, risk and resilience measurement and analysis, under the Strategic Objective 5 'Increase Resilience of Livelihoods to Threats and Crises'. The aim of the initiative is to generate and disseminate the evidence required to support better-targeted prevention and coordinated responses to food crises through\: (i) increasing the level of coordination and the global governance around food security analyses with tools such as the Global Report on Food Crises; (ii) promoting a more systematic use of such analyses for strategic planning and coordination of sustainable solutions to food crises; and (iii) enhancing the use of analyses within existing high-level initiatives/bodies to facilitate more coordinated and effective action in response and prevention of food crises.
This approach is, in part, underpinned through a strong monitoring evaluation and learning component, which supports continuous improvement in design, implementation and targeting of interventions aimed at sustainably addressing food crises. The Programme prioritizes response to demands in focus countries concentrated in four regions\: Sahel, Horn of Africa, the Near East and Central America, with the provision of technical leadership and coordination, from headquarters and dedicated capacity in three analytical hubs (Horn of Africa, Sahel and the Near East), to approximately forty countries in addition to specific country-level investments in approximately ten countries.
Within this context, the Programme Officer (Food Crises) will support the coordination, implementation, monitoring and evaluation of the Programme's activities related to food security, risk and resilience analysis and related investments.

Reporting Lines
The Programme Officer reports to the Senior Food Security Officer (Crises Analyst and Resilience Adviser) under the overall guidance of the Strategic Team Leader.

Technical Focus
Planning, development and implementation of food security, resilience analysis in support of evidence based decision making at regional and country level.

Key Results
Develops, implements, evaluates, effective leadership and management of major projects and teams in accordance with Departmental objectives and FAO's Strategic Objectives.

Key Functions
• Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action;
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
• Researches, analyses and presents information gathered from diverse sources;
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies;
• Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
• Organizes and prepares written outputs, e.g. background papers, analysis, sections of reports and studies, inputs to publications;
• Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations;
• Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities;
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports and financial statements) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions
• Coordinates and provides technical guidance to monitoring, evaluation and lessons learning mechanisms related to mainstreaming of food security, and resilience analysis into programmes and policies;
• Provides strategic advice on the design of capacity development strategies and interventions in the area of food security and resilience information systems and investments at country level;
• Oversees the management of evidence generated by the Programme, and provides overall supervision and support on the development of key Programme Analytical Products (e.g., Global Report on Food Crises);
• Coordinates the design and implementation of activities related to food security, risk and resilience analysis and related programming, monitors the delivery of results, the preparation of the annual progress reports and oversees monitoring activities ensuring consistency and alignment with FAO's Strategic Framework.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agricultural or development economics, international relations, social science, political science or a related field;
• Seven years of relevant experience in food security and vulnerability analysis and related support to food security information systems initiatives;
• Working knowledge of English and limited knowledge of one of the other FAO official languages (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of understanding of food security, risk and resilience analysis methods and related parameters, with particular focus in crises contexts;
• Extent and relevance of knowledge of challenges and mechanisms to promote evidence based food security, risk and resilience related policy and/or programming processes;
• Extent and relevance of experience in fragile contexts and/or of interventions within a humanitarian/development/peace nexus is desirable;
• Extent and relevance of experience in supporting and coordinating multipartnership initiatives in the area of food security information systems;
• Extend and relevance of experience in undertaking capacity assessment and institutional analysis at country level in the area of food security and resilience analysis information systems and related programming.
