Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 25 staff members.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Senior Environmental Affairs Adviser, the Environmental Programme Officer will support OSCE activities related to environment and security including those within the framework of the Environment and Security Initiative (ENVSEC) portfolio. More specifically, the incumbent will be tasked with the following:

  1. Establishing and maintaining working relations with governments, international organisations, sub-regional initiatives and NGOs to help implementing the environment and security projects;
  2. Formulating project proposals in specific environment and security areas assigned to her/him by the senior management and co-ordinating and monitoring project implementation;
  3. Assisting in the development and implementation of the ENVSEC portfolio and providing to the OCEEA senior management information about relevant activities;
  4. Managing extra-budgetary project personnel attached to the environment and security projects that she/he is responsible for, including giving necessary guidance in project implementation;
  5. Organizing workshops and training, monitoring environmental developments of relevance to the mandate of the OCEEA, compiling and analysing environmental information;
  6. Supporting activities of the OSCE presences in the field as related to environmental aspects of security, such as promoting implementation of various international environmental conventions, focusing on environmental resources management and public participation in environmental decision-making;
  7. Acting as the focal point on assigned projects for the counterparts in the field to ensure optimal implementation as well as for requests for information, e.g. on recent developments in relation to the economic or environmental situation in the mission area;
  8. Monitoring and expediting programme implementation through discussions and correspondence with counterparts in the missions, field visits, and analysis of project progress; 
  9. Providing information about activities of other international organisations, NGOs, sub-regional initiatives and business organisations active in their areas as well as creating synergies, screening project proposals and considering and initiating joint projects;
  10. Performing other duties as required.

Necessary Qualifications    
     
   
  • First-level university degree in Environmental Management, Economics, International Relations or Political Science, preferably with a focus on environmental issues;
  • A minimum of six years of professional experience, including two or three years at the international level;
  • Understanding of and experience in security-related environmental issues;
  • Work experience in project development and implementation;
  • Professional fluency in English; professional fluency in Russian would be an important asset;
  • Ability to operate MS Windows applications;

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,375, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
