ABOUT WFP

The United Nations World Food Programme (WFP) is the world's largest humanitarian Agency, fighting hunger worldwide. WFP has been working in Afghanistan since 1963. WFP food assistance aims to help the most vulnerable, food insecure Afghans, including women and children, as well as families affected by conflict and natural disasters. Thanks to its newly approved Country Strategic Plan (2018-2022), WFP Afghanistan is well placed to provide comprehensive support to the country in achieving Zero Hunger by 2030 via its six closely interrelated outcomes, which range from emergency response to livelihoods creation, as well as nutrition programmes based on a life-cycle approach, and the strengthening of national food systems. ORGANIZATIONAL CONTEXT

In December 2018, following commitments made during the World Humanitarian Summit and the Grand Bargain in 2016, OCHA, UNHCR, WFP and UNICEF committed to provide cash (for food, non-food items and access to services and other support) through a common cash system in crises contexts at a global level. This was to realize efficiencies and effectiveness of cash assistance and to avoid parallel systems amongst operational agencies and possible duplication of financial instruments.

Under the umbrella of the Common Cash System initiative, Afghanistan has been chosen as a first pilot country for the implementation of the joint system. WFP’s CBT portfolio in Afghanistan is growing steadily, as of August 2019 covering 143,000 households representing approximately 22% of the country’s caseload of assistance during the course of CSP implementation.

JOB PURPOSE

To facilitate the transition from individual agency’s cash delivery mechanisms to the agreed common cash platform approach, additional technical and coordination support is necessary to support this process. For this role, the WFP Afghanistan country office is seeking an international consultant with extensive cash-based programming and coordination experience, to support and represent WFP in this pilot initiative. The expected duties and responsibilities, knowledge and skills, as well as qualifications for the WFP Common Cash Platform Coordinator role are outlined herein.

KEY ACCOUNTABILITIES (not all-inclusive)
  • Lead and represent WFP in the establishment of a UN Common Cash System on Cash-Based transfers (CBT) with UNHCR, UNICEF and OCHA and with other humanitarian agencies with the aim of:
    • Coordinating with partners throughout the entire project cycle, from joint needs assessment to joint monitoring, targeting and complaints and feedback mechanisms;
    • Promoting the delivery of cash-based transfers through a single delivery platform/service provider where feasible;
    • Documenting lessons learned and successes/failures to guide humanitarian partners in continued collaboration on the use of the common cash platform, including any efficiency and effectiveness gains realized through collaborative programming.
  • Finalize an operational action plan for the UN Common Cash System covering operational aspects such as joint cash feasibility assessment, coordination of targeting of beneficiaries, use of a single transfer mechanism, joint post-distribution monitoring and pursue accountability to affected populations through agreed complaints and feedback mechanisms.
  • Act as the co-chair of the CVWG (Cash and Voucher Working Group) and facilitate discussions between operational humanitarian agencies using CBT in their interventions to advocate for the UN Common Cash System.  In particular:
    • Identify exercises (e.g. CBT feasibility assessments) or processes (e.g. procurement of CBT delivery providers) taken by agencies with the aim of doing them collaboratively;

    • Facilitate where and how collaboration can take place, and define roles and responsibilities that are carried out by each agency;
    • Support implementation of agreed action plans and provide guidance and advice to resolve bottlenecks;
    • Continue to explore additional areas for collaboration in the evolving context of Afghanistan; and
    • Provide regular updates and reports to WFP Management and RBB, as well as to the collaboration network.
  • Lead the operationalization of WFP CBT programmes and initiatives under WFP Country Strategic Plan. More specifically: 
    • Supervise implementation of WFP CBT programmes, awareness raising on programme objectives and procedures, and interact with programme stakeholders (such as Government departments and WFP partners) and coordinate with on-going programmes to comply with all WFP policies and procedures;
    • Propose improvements to the programme to enhance services offered to beneficiaries and facilitate implementation by WFP, in cooperation with other stakeholders;
    • Provide technical advice in monthly internal CBT/SCOPE-Working Group meetings;
    • Regularly update CO Risk Register under the guidance of CWG;

    • Follow up on recommendations from support, oversight and audit missions/report;
    • Ensure all CBT interventions are gender sensitive and is consistent with WFP Gender Policy;
    • Oversee a monthly price review to ensure that CBT transfer value provided to beneficiaries is not beyond cut-offs limit set by the Programme Unit of the CO;
    • Ensure that CBT emergency preparedness and response actions are integrated to the CO Emergency Preparedness and Response Plan;
    • Seek to establish common data sharing agreement, while maintaining data protection and privacy.
  • Generate operational evidence to the WFP Programme and SDG17 teams and present these for practical application within social safety net programmes.
STANDARD MINIMUM QUALIFICATIONS

Education:  Advanced University degree in International Affairs, Economics, Business Administration, Accounting, Statistics or other field relevant to international development assistance. 

       Experience:

  • At least five years of experience and progressive responsibility in working in technical assistance, policy analysis and guidance, and/or operational guidance in emergency/post-emergency contexts.  
  • Direct experience in working in Cash-Based transfers. Knowledge of WFP procedures in setting up standard operating procedures with financial service providers and SCOPE would be desirable.
  • Experience in working with governments for Cash-Based transfers modality of assistance and/or in government social safety net programmes will an added advantage.

       Languages:

  • Fluent in written and spoken English as well as analytical skills are critical for this job.
     
DESIRED KNOWLEDGE AND SKILLS :
  • Excellent coordination skills of internal and external cash working groups and food security clusters.
  • Skill in designing and implementing programmes using cash-based transfers.
  • Excellent written and oral communications and presentation/facilitation skills.
  • Excellent understanding of national and UN institutional frameworks, including financial management frameworks.
  • Knowledge of UN operational programme, while WFP programmatic and partnership experience is preferred.
  • Strong analytical and negotiation skills.
  • Demonstrated ability to develop and maintain effective work relationships with counterparts and staff in the office, host population, the Government of Afghanistan, donors, other cash and vouchers actors, UN agencies and others.
  • Good understanding of Afghan culture and country context
  • Ability to work in a multi-cultural team, and establish effective working relationship with persons of different national and cultural backgrounds.
