THE ASSIGNMENT

The SGBV Taskforce was established in 2018 to facilitate inter-institutional cooperation in tackling SGBV crime and providing support to victims. In June 2019, the SGBV Taskforce launched the revised medical evaluation form, to assist the Somali Police Force, public hospitals and judiciary to tackle SGBV crimes, including evidence collection, more efficiently. The SGBV Taskforce now seeks to develop and implement strategies to enable public sensitization and drive public use of its interventions. The SGBV Taskforce also seeks to develop and incorporate victim-centered approaches to ensuring access to justice for victims of SGBV. 

 

THE POSITION

The contracted GBV Communications Specialist will:

  • Conduct an assessment of public communication methodologies implemented by the courts & police;
  • Draft a public awareness strategy for SGBV Taskforce interventions, facilitating community sensitization on services offered and how to use them;
  • Provide technical guidance & support during SGBV Taskforce review of draft public awareness strategy and revise strategy, incorporating SGBV Taskforce input;

Remuneration upon deliverable: USD 3,000

  • Engage stakeholder organizations, particularly community-based organizations, and traditional justice mechanisms in Benadir that serve as first points of referral for SGBV victims and conduct sensitization sessions on the new medical evaluation form and how to support victims in accessing services, submitting a report outlining capacity needs of such organizations, lessons learned and recommendations;
  • Organize and facilitate 4 community dialogue sessions in Benadir to assess community perceptions of current SGBV interventions & service delivery in police stations, hospitals & courts, and submit a report on community needs and proposed solutions;

Remuneration upon deliverable: USD 4,500

  • Create a strategy for the SGBV Taskforce to develop victim-centered approaches to tackling SGBV crimes and support the inclusion of victim experiences, perspectives and insights in the SGBV Taskforce’s decision-making;
  • Organize and facilitate a workshop for the SGBV Taskforce on developing victim-centered approaches to tackling SGBV crimes, presenting the draft strategy and incorporating findings therein into the strategy; and
  • Develop and submit a report documenting solutions developed, challenges and lessons learned. 

Remuneration upon deliverable: USD 4,500

Total Remuneration upon deliverable: USD 12,000

Delivery Period: 20 September 2019 – 30 November 2019

 

IDEAL CANDIDATE PROFILES

Education and experience 

  • Advanced university degree in international development, public policy, public administration or communications;
  • 3-4 years professional  experience in strategic communications targeting women; 
  • Experience working with ministries and public authorities in Somalia on issues affecting women;
  • Experience working with international development organizations is an advantage.

Languages:

  • Fluency in written and spoken English;
  • Fluency in written and spoken Somali.

Specific knowledge, skills and competencies

  • Good understanding of the Somali context is an asset;
  • Ability to live, work and travel in Somalia;
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives; and 
  • Highly developed sense of ethics, integrity and commitment to IDLO’s mandate. 

Candidates should prove their ability to work and travel in Somalia.
