Background

UN Women was established by GA resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist Member States and the UN system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women. Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has implemented catalytic initiatives on promoting women’s economic, political and social rights. In 2012, a full UN Women Country Office (CO) was established.

The 2030 Agenda has set historic objectives to achieve gender equality and empower all women and girls, and to leave no one behind. Adequate and timely gender statistics are indispensable to support implementation efforts. However, with less than one-third of the data required to monitor gender-specific Sustainable Development Goals (SDGs) indicators available, it is clear that more efforts are needed to achieve these objectives. Harnessing the current momentum and support for effective monitoring of the SDGs and for gender statistics more broadly, UN Women’s Making Every Woman and Girl Count gender statistics programme (MEWGC) aims to stimulate a radical shift in the way quality data and statistics on key aspects of gender equality and women’s empowerment are produced and used.

Starting in July 2018, the Kyrgyz Republic has joined the MEWGC programme, thus reiterating the country’s strong commitment to improve the production, accessibility and use of gender statistics for the benefit of a wide range of users. The country-level activities within the programme primarily focus on achievement of the following key outcomes:

  1. Supportive policy environment is in place to ensure gender-responsive localization and effective monitoring of the SDGs.
  2. Quality, comparable and regular gender statistics are available to address national data gaps and meet policy and reporting commitments under the SDGs, CEDAW and the Beijing Platform for Action.
  3. Gender statistics are accessible to all users (including governments, civil society, academia and the private sector) and can be analyzed to inform research, advocacy, policies and programmes and promote accountability.

The UN Women Country Office in Kyrgyzstan is hiring a National Communication Consultant who will support the National Statistics Committee (NSC) of the Kyrgyz Republic in communicating gender data to key user groups through: (a) improving communication skills of NSC staff; (b) developing communication plan for dissemination of gender data; (c) improving gender data visualization and story-telling skills of NSC staff.

Under the overall guidance of the National Programme Officer and direct supervision of the Project Specialist (primary supervisor) the Consultant will provide effective communication support to the National Statistics Committee (NSC) of the Kyrgyz Republic in enhancing their efforts to better communicate gender data to the key data user groups.

Scope of work, duties and responsibilities

Under the overall guidance of the National Programme Officer and direct supervision of the Project Specialist (primary supervisor) the Consultant will provide effective communication support to the National Statistics Committee (NSC) of the Kyrgyz Republic in enhancing their efforts to better communicate gender data to the key data user groups. 

Activity 1. Develop a Communication Plan/Strategy on dissemination of gender data for NSC

  1. Review and assess the communication and dissemination strategy and/or internal regulations of NSC, including all products and channels used to communicate and disseminate gender data
  2. Conduct content analysis of all gender related news releases issued by NSC in the past 12 months to identify the degree of gender stereotyping and whether data is presented in a user-friendly format.
  3. Conduct at least three focus group discussions (FGD) with NSC, other data producers and users to assess different users’ needs.
  4. Develop a Communication Plan/Strategy on communication and dissemination of gender related data in close consultation with NSC.
  5. Present Communication Plan/Strategy on communication and dissemination of gender related data to NSC management and involved departments.

Activity 2. Improve communication skills of statisticians from NSC.

  1. Jointly with UN Women Project Specialist conduct a kick-off meeting with NSC staff to discuss their priority needs in terms of gender data communication and advocacy.
  2. Develop a training module on effective communication and presentation skills, including training agenda, guidelines, presentations, handouts, pre- and post- evaluation questionnaires.
  3. Conduct a three-day training on effective communication and presentation skills for at least 15 mid- and high- ranked NSC officials.
  4. Submit training report (maximum 5 pages) including summary of key outcomes, analysis of pre- and post- questionnaires and key recommendations for consideration of UN Women and NSC.
  5. In cooperation with NSC, develop a schedule of internal and public outreach events, where NSC personnel, who passed the abovementioned training, will make public presentations. Each participant shall have at least three public presentations within a three-months’ mentorship period.
  6. Develop monitoring & evaluation framework to track progress of mentees and communicate them to NSC (with support of UN Women, when and if needed).
  7. Provide consultation and mentorship support to NSC personnel in preparation of their presentations.
  8. Visit at least one public presentation of each mentee and provide individual consultations for improving performance.
  9. Conduct at least three working meetings (maximum half-day each) with participation of all mentees to track their progress and to share the most common mistakes and tips on improving performance. Each trainee shall commit to create or substantially improve at least one communication product within one month after the training
  10. Submit report (maximum 5 pages) on provision of mentorship support, including summary of key activities, progress achieved and recommendations.

Activity 3. Improve gender data visualization skills of statisticians from NSC.

  1. Develop a training module on different visualization tools: infographics, GIFs, etc.
  2. Develop recommendations/guidelines on story-telling techniques and at least two story-telling templates that NSC could readily use by inputting data into one format.
  3. Conduct a two-day training on gender data visualization and story-telling techniques for at least 20 employees of NSC, including those from the NSC Public Relations Department. During the training key findings of content-analysis of available communication and dissemination products shall be presented. Each trainee shall commit to create or substantially improve at least one communication product within one month after the training.
  4. Submit training report (maximum 5 pages) including summary of key outcomes, analysis of pre- and post- evaluation questionnaires and key recommendations for consideration of UN Women and NSC.
  5. As a preparatory stage, provide consultation and coaching sessions to the NSC staff, who passed the training on data visualization and story-telling techniques, to assist them in designing/ improving their communication products.
  6. Conduct a final one-day workshop for NSC staff to pitch their self-designed/ improved communication products.

Required Skills and Experience

Education : Master’s degree in communications, journalism or other relevant fields.

Experience and knowledge:

• Minimum five years of relevant professional experience in communications or media development projects, of which at least one year on data journalism.

• At least two years’ experience in delivering training programmes in the area of communications using participatory approach.

• Demonstrated knowledge and experience on data visualization and story-telling techniques.

• Proven knowledge and understanding of thematic gender related issues in development context.

• Previous work experience with government institutions, UN agencies and/or international organizations is an advantage.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period. The financial proposal should be provided in USD. If the proposal is provided in any other currency, it would be converted as per UN exchange rate on the date of post closure.

Evaluation of applicants

The evaluation starts with shortlisting of potential candidates and received applications against the mandatory requirements. Only full applications will be considered. Shortlisted candidates will be then evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications and experience, and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Technically responsive/compliant/acceptable to the requirements of the ToR; and
  • Having received the highest cumulative (technical & financial) score out of the technical and financial criteria defined below.

The selection of candidates will be done in 3 stages:

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the present ToR in order to determine whether they are compliant/ non-compliant.

3 At least two years’ experience in delivering training programmes in the area of communications using participatory approach.

2nd stage: Technical Evaluation/ Interview.

Short-listed candidates will be evaluated based on the following criteria:

Only candidates obtaining a minimum of 49 points out of 70 points at the Technical Evaluation/ Interview will be considered for the Financial Evaluation

3rd stage: Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

Where:

p - points for the financial proposal being evaluated;

µ - price of the lowest priced proposal;

z - price of the proposal being evaluated

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.
