CONTEXTUAL BACKGROUND

The Iraq crisis is often described as one of the worst humanitarian catastrophe since the end of the Cold War. Inside Iraq, 8.9 million people were internally displaced and an estimated 3 million remain displaced and in need of humanitarian assistance. There are 2 million Iraq refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Iraq crisis. With an annual budget in excess of $50 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Iraq and the neighboring countries of Turkey, Syria, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

As a key member of the ERD program, the ERD Cash Senior Officer will carry out beneficiary identification and registration process, assist in setting up cash distribution as well as ensuring community involvement and participation in the whole project cycle.

The position’s main goals and objectives are;

  • Support ERD Manager in the development of synergies across programs and ensure implementation of high impact programs.
  • To ensure that communities are aware of IRC program processes and cash/NFI assistance program.

Target area:

·Kirkuk governorate including Hawija.

Major Responsibilities:

  • Support field teams in beneficiary assessments, price monitoring and needs assessments.
  • Produce update program reports and documents related to cash and NFIs; i.e. monthly work plans, progress reports etc.
  • Under the supervision of the ERD Manager, oversee all documentation and processes related to cash/NFI programming.
  • Under the supervision of the ERD Manager, raise purchase requests in BVA/Integra and ensure that all documents meet minimum requirements.
  • Supervise ERD cash officers and ensure that issues of concern in the field are reported to relevant staff and that corrective action and feedback is given to the aggrieved parties.
  • Ensure that beneficiary assessments are done in a transparent manner and identified problems are reported to ERD Manager.
  • Any other duties may delegate by the supervisor.

Position Reports to:ERD Coordinator – Kirkuk Field Coordinator.
Position directly supervises: ERD Officers


Qualifications

Job Requirements:

  • Education: University degree

·Work Experience: 1 – 2 years of experience in humanitarian/development sector

·Demonstrated Skills and Competencies: community mobilization skills, good communication and interpersonal skills, ability to work in a multi-cultural environment, ability to promote teamwork, willingness to work in insecure sometimes stressful environment and ability to work under pressure.

·Language Skills:Fluency in Arabic/Kurdish. Proficiency in spoken and written English Language is highly preferable

The security situation in Iraq remains fluid and unpredictable. Candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment.
