Organizational Setting

The main aim of FAO Country Offices, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Lao PDR assists the Government to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.

The project entitled “Strengthening AMR/AMU Surveillance in the animal health sector of Lao PDR” under the FAO-LAO programme is dedicated to working with the government in developing capacities and enhance antimicrobial resistance (AMR) surveillance.

Reporting Lines

The national project coordinator will report directly to the Assistant FAOR (Programme) under the operational guidance of the Operations Specialist, technical guidance of the Lead Technical Officer (LTO) based in FAO Regional Office of Asian and Pacific in Bangkok, Thailand (FAORAP) and the overall administrative and functional guidance of the FAO Representative in Lao PDR. The incumbent will closely collaborate with project assistant, FAO technical staff as well as with government counterparts at national and provincial level and other implementing partners and stakeholders.

Technical Focus

Field project implementation and technical expertise on Antimicrobial Resistance (AMR)/ Antimicrobial Usage (AMU), livestock production, basic epidemiology or veterinary sciences.

Tasks and responsibilities
  • Provide support to Department of Livestock and Fishery (DLF) and relevant partners to implement activities related to AMR surveillance planning, sampling, testing, and technical trainings.
  • Support engagement, coordination and communication between DLF, the National Animal Health Laboratory, and Provincial Agriculture and Forestry Offices (PAFO) for smooth implementation of the AMR surveillance plan;
  • Support the laboratory assessments as well as surveillance database development.
  • Facilitate coordination with the DLF for arrangement of missions and overall project implementation.
  • Work closely with Department of Livestock and Fishery (DLF) to perform its function in the AMR Technical Working Group of Lao PDR in coordination with agencies from other sectors, in liaison with FAO technical staff
  • Facilitate the information sharing among animal health and human health sectors in relation to antimicrobial resistance and associated risks.
  • Assist DLF in coordinating on AMR related matters in Lao PDR;
  • Provide inputs on stakeholders' awareness on appropriate use of antimicrobials and associated risks;
  • Advocate with relevant stakeholders on uptake of regulations/ policies related to antimicrobial resistance;
  • Monitor progress against the FAO workplan activities and targets; and report periodically as per donor’s requirement;
  • Work closely with the FAO Country Team to keep abreast of overall livestock production and health status in Lao PDR
  • Provide inputs for FAO and donor reports;
  • Participate in and provide inputs to annual FAO project planning activities;
  • Report to AMR LTO for coordination and harmonization of surveillance approaches with regional and technical AMU/AMR leads and external experts
  • Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced University degree in veterinary medicine, animal husbandry, epidemiology or closely related subjects;
  • At least 10 years of relevant professional experience
  • Experience in antimicrobial resistance and antimicrobial use
  • Experience in project coordination/management
  • Working knowledge of English
  • Nationality of Laos

Technical/Functional Skills

  • Work experience in managing and implementing development projects
  • Experience in training development and database management.
