IDLO IN SOMALIA

IDLO has extensive experience and a good track record of implementing successful rule of law programs in conflict and post-conflict contexts like Somalia. Since 2012, IDLO has been working with government authorities at both the federal and state levels as well as key justice institutions and the informal justice system to enable them to fulfil their core functions, improve governance and strengthen access to justice for citizens, particularly for the most vulnerable. IDLO is currently implementing seven projects in Somalia. IDLO’s activities in the country aim to promote the rule of law in Somalia across a number of areas, including institution building, policy and legal reform, access to justice and human rights, stabilization and countering violent extremism. In its programmatic work, IDLO has developed a strong partnership with a broad range of Government stakeholders at Federal level, including the Judiciary, Attorney General’s office, the Office of the Prime Minister, the Attorney General’s Office, the Ministry of Justice (among other Ministries), as well as Federal Member States (Puntland, Jubaland, South-West, Hirshabelle and Galmudug).

THE ROLE

Under the guidance and direct supervision of the Procurement Specialist, the Procurement Assistant supports procurement services ensuring high quality and accuracy of work. The Procurement Assistant promotes a client, quality and results-oriented approach in the Unit. The Procurement and Admin Assistant also provides day to day administrative support to the Somalia Country Office.

Primary Functions 

Procurement

  • Support in the implementation of IDLO procurement process and policy
  • Maintenance of the filing system in the procurement unit.
  • Prepare documents for field office procurements, request for quotations, purchase orders, contracts for services and award recommendations
  • Maintain a supplier database under the framework agreements for procurement purposes
  • Maintain and up-date office inventory list
  • Support staff training on procurement, share knowledge and support staff by ensuring compliance with all aspects of procurement

Contract Management

  • Support effective management of the procurement contracts, ensuring all contracts are up to date. 
  • Support the vendor creation/ amendment process and facilitate the necessary due diligence checks are evidenced.

Administration 

  • Support general office maintenance and ensure all office equipment and facilities are well maintained and accessible as per maintenance schedules.
  • Coordinate essential central services such as, couriers, cleaning services, and waste disposal for the office.
  • Assist the program team in preparing documentation for workshops as requested
  • Assist in filing and scanning of documents as requested
  • Assist in managing office supplies including office stationery
  • Coordinate issuance of business cards for new staff and upon request
  • Perform other related duties as requested by the Procurement Specialist

IDEAL CANDIDATE PROFILE

Academic qualifications

  • Diploma or degree level qualification in a relevant discipline or relevant work experience.
  • Professional qualification in procurement is desired

Work experience

  • Minimum 3 – 5 years in procurement and administrative experience 

Languages

  • Fluency in English is required 

Knowledge, Skills and Abilities

  • Knowledge of procurement process, policies and procedures
  • Proficient in Microsoft Office programs including Excel
  • Excellent writing and communication skills
  • Good analytical and problem-solving skills
  • Well organized, able to plan, prioritize work, multi-task, and meet deadlines
  • Demonstratable risk management skills
  • Ability to work in a multi-cultural enviroment

TERMS AND CONDITIONS

For this locally recruited position, IDLO shall offer the selected candidate a 12 month Affiliate contract , with possibility of extension subject to performance and availability of funding. 

In addition, IDLO shall offer the candidate an annual basic salary in the range of USD 10,000 , a leave and benefit package, including medical insurance, in accordance with IDLO Employee Regulations and Rules

This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to International employees.
