ABOUT THE ROLE

We are building a Roster of Aviation Officers that will be comprised of highly competent professionals from around the world who can play a key role in helping to support the achievement of zero hunger.  We are looking for individuals who are interested in a consultant role in one of the 83 countries we are working in, including many hardship duty stations.

These individuals are likely to be involved in more complex and specialized analysis requirements and will be expected to operate with a high degree of independence. They may supervise junior staff to ensure that aviation operations and project objectives are achieved in accordance with appropriate operational risk management process.  Aviation officers contribute to daily planning and coordination of global aviation initiatives or day to-day aviation operations to ensure that operations and objectives are achieved safely, at optimum value and in full.

In respect to his/her service management responsibilities, the ATO:

• Establish and maintain an organization capable of administering the provision of a safe, economical, efficient and effective air transportation service for the movement of passengers and cargo.
• Ensures that adequate administrative and logistics support arrangements are made for the execution of air operations;
• Ensures that all contractual provisions and obligations are satisfied and produces contract performance reports;
• Analyses voyage reports submitted by aircraft commanders after completion of tasks and provides advice to movements planners;
• Performs risk assessments prior to the tasking of aircraft and keeps all personnel informed of the actual and potential hazards and causes of accidents/incidents;
• Plans, arranges and coordinates the provision of technical and operational support for air transport service operations;
• Manages the budget, accounts for expenditure, prepares budget submissions and performance reports;
• Assist and advise Country Office in determining its air transport need and design a scheduled service that will cater to needs, to the extent possible, without compromising safety, efficiencies and economies;
• Periodically review and analyze route structures, aircraft payload, cargo traffic statistics to assess the viability of routes and service improvements;
• Produce an annual financial summary on operational expenditure statement to monitor financial performance of the operation;
• Perform any other duties as formally requested by Chief Aviation Service.

In respect to his/her safety responsibilities, the ATO:

• Ensures that an adequate and efficient safety organization is maintained throughout the designated Area of Operation;
• Establishes and maintains an effective and efficient flight operations management system for flight following and search and rescue;
• Liaise and advises the appropriate authorities on all safety matters and recommends remedial measures to counter actual or potential causes of aviation accidents/incidents;
• Monitors all techniques and aircraft types for potential safety hazards;
• Monitors action taken on all aircraft accidents/incidents and provides specialist knowledge inquiries when required;
• Records and provides statistical analysis of aircraft accidents/incidents; and
• Propagates safety publicity, education and dissemination of information.

DESIRED QUALIFICATIONS AND EXPERIENCE

Education:

• Hold or has held a Commercial Pilot License, Navigator License, Air Traffic Control License, Flight Operations Officer License or Loadmaster Certification, (or equivalent).

  Experience:

• At least three years of progressively responsible professional experience in Air operations
• Previous experience in Passenger Services, Ramp Handling or Passenger Handling and facilitation will be an advantage
• Experience arranging flight clearances and customizing immigration documentation.
• Experience in coordinating with national aviation authorities on ramp activities.
• Experience in monitoring operational reports and advising on service utilization trends
• Experience in technical aircraft, flight operations, or air traffic management sectors.
• Experience using aviation safety information systems to compile data and perform analyses on potential aviation risks.
• Experience identifying Aviation Security threats
• Previous working experience with the UN or WFP and knowledge of WFP procedures are considered an asset.

Skills & Competencies:

• Ability to plan and organise the work and to meet strict deadlines.
• Knowledge of computer software such as MS Office (i.e. Word, Excel and PowerPoint) and e-mail communications.
• Ability to work productively and maintain effective working relationship with people of different national and cultural background.
• Proven negotiation and organization skills.
• Flexibility to interact in the supply chain.

  Language:

• Written and oral fluency in English is necessary.
• Knowledge of another official WFP language of the region/country is considered an asset.

This vacancy announcement is not tied to any currently open position or any specific duty station. It is a Roster for qualified applicants to express their interest for future short-term Consultancy opportunities in Aviation.

WFP offers a competitive compensation package which will be determined by the contract type and selected candidate’s qualifications and experience. Consultants are independent hires and cannot be simultaneously employed by WFP and receive income or honorarium from other organizations, governments, non-governmental organizations (NGOs) or other. In the event that the candidate considered is employed under regular staff contracts by another United Nations organization other forms of contractual agreements must be pursued.
