Overall purpose of the role: The Protection Officer (Community Center) is responsible for the timely, high-quality, and effective provision of protection services within DRC and Democratic School Protection Community Center. This includes the implementation of psychosocial support (PSS) and recreational activities, informal education and awareness raising, case management and delivery of cash for protection/ Individual Protection Assistance (IPA), legal services, and distribution of dignity kits.

 

Responsibilities:

 

Service Provision

  • Supervise Protection Assistants (Social Workers, Legal, PSS) and all Protection Community Centre Facilitators, Guards, and Cleaner, including the provision of technical guidance for best practice Community Centre Protection services for beneficiary children, youth, women, and men;
  • Ensure the successful delivery of protection activities in the centre; including but not limited to: psychosocial support (PSS) and recreational activities, informal education and awareness raising, case management and delivery of cash for protection/ Individual Protection Assistance (IPA), legal services, and distribution of dignity kits.

  • Ensure that services are in compliance with best-practice and international standards in protection response;
  •  

  • Ensure tracking and reporting of activity data to supervisor (Team Leader);
  • Set and oversee team schedules for service delivery, and effective communication with the community for when and where services will be happening;
  • Lead the creation of a service mapping with support from DRC’s Social Workers, and conduct internal and external referrals of beneficiaries to relevant services;
  • In collaboration with the Team Leader and Protection Specialist, prepare the Protection Monitoring plans and targeted locations;
  • Support the Protection Team Leader in monitoring staff working hours, completing performance review with staff, and ensuring respect of DRC Code of Conduct;
  • Train all newly recruited Assistants on the service delivery, the relevant SOPs and the data filing and storing procedures;
  • Ensure continuous on the job coaching and mentoring;
  • Develop procurement plan and oversee the full procurement process, ensure maintenance of WCC is conducted in a timely manner;
  • Prepare budget forecast, follow-up on spending, and readjust planned expenses accordingly.

 

Grant implementation and reporting

  • Produce monthly reports and support the Team Leader / Protection Specialist in submitting internal reports as per schedule;
  • Prepare and submit weekly and monthly work plans in a timely manner;
  • Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program;
  • Oversee the tracking and reporting of activities and target achievements in the services under their responsibility;
  • Lead weekly supervisory meetings with team to address any issues and set team plans;

 

 

Coordination and representation

  • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers;
  • Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy;
  • Maintain an up-to-date service mapping of the service providers operating in the area and ensure that Assistants are informed about the available services;

  • Any other duties relating to the nature of the job as directed by the Team Leader or Protection Specialist;
  • Maintain positive work relationship within the team, and promote team-building efforts in coordination with the Protection Team Leader;

Experience and technical competencies:

 

  • At least 3 years of experience in protection services or relevant humanitarian action;
  • At least 2 years experiencing supervising staff;
  • Ability to provide technical support, trainings and supervision to assistants;
  • Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times;
  • Strong written and oral communication skills, effective in representation and liaison with external parties;
  • Strong ability to organize work, meet deadlines, maintain composure, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Flexibility in working overtime when needed;
  • Computer literacy (Microsoft Word and Excel);
  • Willing to collaborate with and support people from different ethnic groups and different religions;
  • Demonstrated interest in humanitarian work and supporting people effected by conflict.

 

Education:

Essential qualification:

  • Bachelor/Degree in Social work, Counseling, psychology, or closely related field; proven field experience can be accepted in lieu.
