STANDARD MINIMUM QUALIFICATIONS
  • Education:

         Post graduate qualification in any relevant social sciences: Evaluation design: data analisys.

  • Knowledge:

    Technical expertise in evaluation and demonstrated experience in leading and implementing similar evaluations; 

    Leadership, analytical and communication skills;

    Understanding of National development planning and programming processes including National Development plans and strategies;

    Familiarity with the Mozambique country context;

    Knowledge and skills in applying different evaluation design approaches and methodologies

    Track record of excellent Portuguese and English writing (will be asked to submit examples of recent products as evidence of ability to write unless the person has conducted evaluation for WFP recently)

    Good presentation skills.

        Good interpersonall skills and ability to work with people from differente cultures and background.

Work experience:

At least 10 years of relevant working experience;

Experience in leading teams in similar assignments;

Experience in assessments and evaluations of social development programmes

Experience in working with UN agencies

Experience in evaluating similar types of programmes including for WFP;

Experience working in a Developing Country Context.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Survey Design (Define the baseline methodology, - Design/adapt/refine the questionnaries, ensuring the questionnaries is appropriate for the local situation and adequate to collect baseline data on hte selected indicators, and Format/layout the questionaires, making sure all skip patterns are clear and coding all questions).
  2. Survey Implementation - i) Review Baseline Protocol: Review and provide timely feed back of the Baseline Protocol provided by Local Firm, ii) Training of Field Workers: Attend some trainings of enumerators to ensure comprehension of questionnaire and data collection quality control, iii) Pre-Testing and Piloting Questionnaire: Attend some Pre-testing and Pilot testing exercises to ensure data collection quality control, and iv) Data Entry: Visit the data entry unit of the local firm and perform a quality control of the data entry, and v) Fieldwork Progress Reports: Review the weekly progress reports provide by the Local firm, and provide comments and guidance to the local firm as needed
  3. Baseline Report - full data analysis and reporting for the baseline survey, including data sets
  4. Inception Report.
ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
