Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC), is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID. PTC provides services in the following areas covered by five departments: Department of Trade Investment and Innovation (TII); Department of Agri-Business (AGR); Department of Energy (ENE); Department of Environment (ENV) and the Department of Programmes, Partnerships and Field Integration (PTC/PPF). The Agri-Business Development Department (PTC/AGR) provides a variety of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate increased employment opportunities in off farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The position is located under the Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH) an integral part of the Department of Agri-Business Development (PTC/AGR). The Department provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

PROJECT CONTEXT The project of a duration of 3 years is funded by the Italian government. It aims to increase Jordan’s private-sector contribution to job creation and promote the economic inclusion of youth and women (including through self-employment) by supporting the development of competitive small and medium-sized enterprises (SMEs). The project’s intervention rationale is built upon the two following objectives: (1) Developing an information system on the industrial sector that supports the production of evidence-based industrial and market intelligence analysis, and that facilitates overall monitoring of industrial development, including its impact on the economic inclusion of women and youth. To this end, an Industrial Intelligence Observatory, designed as a computerized, statistical database to track the performance of the industrial sector, will be created and hosted jointly by the Industrial Development Department (IDD) and Economic Policy Department (EPD) of Jordan’s Ministry of Industry, Trade and Supply (MITS). In addition, the project will support the establishment of an Industrial Intelligence Unit with methodological tools to assess the performance, capabilities and market opportunities of the industrial sector. The anticipated impact of this will be on two levels: (i) It will increase the efficiency of the MITS in formulating, implementing and monitoring an evidence-based industrial policy in support of the inclusive and sustainable industrial development of Jordan and (ii) For the private sector, the availability of industrial and market intelligence analysis will facilitate the identification of opportunities to generate new, innovative products and services that can lead to new businesses and identification of market opportunities. (2) Enhancing investment and market opportunities in four selected value-chain drivers of job creation (including self-employment) for youth and women in both urban and rural regions. This will be made possible as a result of three-pronged intervention: - Firm/entrepreneurs: The capabilities of 80 entrants or established firms in the selected value chains to compete, connect and adapt will be enhanced, particularly in terms of managerial skills, financial literacy and capability to raise financing. ICT competences, including information access and processing, with an emphasis on industrial and market intelligence analysis, will also be improved. - Immediate business environment: The capacities of supporting institutions, such as business development services (BDS) providers, vocational training centres, and business associations, that have a positive impact on the structure and growth of value chains to improve the services provided to SMEs/groups of SMEs, will be enhanced. - Systemic level: Efforts to connect firms with each other and with their environment to improve access to markets, technology and finance will be carried out and result in:  The creation of two export consortia  Investment promotion and access to finance facilitation for 80 selected SMEs  Business partnerships facilitation for 80 selected SMEs Duty station: Amman, Jordan EOD: As soon as possible; COB: 7 months (with possibility of extension)

Main Functions

Under the supervision of the Project Manager in HQ and in close coordination with his/her team, as well as in coordination with the Ministry of Industry, Trade and Supply of Jordan as UNIDO’s main counterpart for this project, the International Project Coordinator has the overall responsibility for the implementation of the project and providing overall supervision of the project activities. He/She will coordinate project activities with relevant Government institutions and other stakeholders at the national and state level. The IPC is in particular expected to perform the following tasks: Project Management – Financial, Administrative and Human Resources - Supervise and manage project staff and external short-term consultants, lead and coach the project team in both substantial and operational issues. - Undertake day to day management of the project, including smooth project implementation, efficient use of resources. - Manage the Project budget. - Ensure appropriate recording and accounting documentation as required by UNIDO and preparation of required financial reports. Make the financial operations of the project transparent and able to stand up to regular audits and evaluation. - Facilitate project approval and budget revision processes as per UNIDO policies and procedures - Prepare work plans, produce timely reports – financial and progress reports – as required by the UNIDO and donor reporting systems. - Ensure that UNIDO rules and regulations concerning finance, procurement and human resources are adhered to. - Support an environment of learning for staff within the program. Planning and Implementation: (Monitoring of project activities and expected results) - Draft necessary strategic documents concerning project design and implementation, such as policy papers, results frameworks, work plans etc; - Develop Terms of Reference for project consultants/experts hired on a short-term basis and ensure proper delivery of technical services and submission of technical and other reports. - Ensure the participation and involvement of relevant stakeholders in project activities so that the process is inclusive, participatory and transparent. - Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project. - Ensure delivery of resources and results according to planned targets. - Ensure the development of cross-project linkages with other relevant projects and programmes for mutually reinforcing impact. - Promotes identification and synthesis of best practices and lessons learned for organizational sharing and learning. - Monitor the bottlenecks, problems, unexpected deviations and possible delays constantly and propose revisions in the action plan if necessary. - Organize and conduct regular project steering committee meetings on a bi-annual basis to identify and address key implementation challenges in a timely and systematic manner. That will entail preparing the agenda, reporting on the project results and dissemination of meeting minutes to all participants, and implementation of Steering Committee decisions. Advocacy, Partnerships and Resource Mobilization: - Establish and maintain partnerships/coordination with stakeholders (UN agencies, NGOs, CBOs, government and donors). - Communication. - Ensure the project has the required communication package and preparation, upon request of UNIDO, of information materials for dissemination within UNIDO, and to external stakeholders; - Ensure that information materials, tools and advocacy publications are produced and effectively disseminated through the program channels as per developed communication strategy. - Capture lessons learnt during project implementation. - Participate in regular internal meetings; - Participate in training events, communities of practice, codifying and sharing knowledge; - Facilitate and organize training for project staff to enable them to perform at the required level. - Perform other duties as assigned by management.

Minimum Requirements

Education

Advanced university degree in business administration, economics, other relevant discipline with a specialization in project management or SME development.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of Arabic will be an asset.

Field of Expertise

At least 5 years of professional experience in technical cooperation project management or portfolio project management including some exposure at the international level, and particularly in the MENA region. Exposure to the needs, conditions and problems in developing countries. Ability to research and analyze information independently and recommend solutions. Ability to write in a clear and concise manner. Ability to work effectively in multi-cultural teams.
