Job Description

The Women’s Protection and Empowerment (WPE) Learning Advisor will capture learning from implementation of two innovative WPE projects being piloted in Uganda: the Listen Up Project (90%) and Early Marriage Adolescent Girls Project (10%).

The Listen Up Project aims to amplify the voices and power of refugee and host community women and girls to catalyze institutional reform, interagency action, and increased resources to reduce Sexual Harassment, Exploitation and Abuse of women and girls in humanitarian settings. This women’s movement building approach to PSHEA is the primary focus of this role at 90% of activities.

The second project is the Early Marriage project which aims to build the capacity of global humanitarian actors to support, protect and empower adolescent girls in crisis from early marriage and other forms of gender-based violence. This is the secondary focus of this role at 10% of activities.

This position will directly support IRC Uganda WPE program staff implementing the Listen Up and Early Marriage projects and work closely with global project leads who will provide technical support on different aspects of pilot activities. Specific activities for this role include:

Early Marriage Project Responsibilities (10%)

  • Act as the focal point in IRC Uganda WPE team for the Early Marriage Project pilot activities in Imvepi settlement;
  • Participate in review of field testing tools and support the role-out of tools in Imvepi and Omugo
  • Engage in monthly calls with the Adolescent Girls Specialist and participate in global project team;
  • Provide regular updates and feedback from the Early Marriage field testing to help inform tool revisions;
  • Oversee the collection of M&E data related to the Early Marriage Project
  • Provide updates on capacity building needs of the team and participate in Girl Shine ToT/consultations;

Listen Up Project Responsibilities (90%)

Global Learning and Accountability Activities

  • Actively participate in Listen Up project team with global and national IRC staff from WPE, Gender Equality, Policy and Advocacy teams and share learning from Uganda piloting;
  • Organize and co-facilitate the annual Listen Up Advisory Group workshop, together with the global Listen Up WPE Project Lead, for women’s rights experts from global south and the global project team to analyze progress and develop recommendations;
  • Support the global Listen Up WPE Project Lead to organize and facilitate quarterly webinars with the Listen Up Advisory Group to inform project learning;
  • Participate in regular technical support sessions with the global Listen Up project lead and IRC Uganda WPE Coordinator to strengthen the project’s women’s movement building approach to SHEA;
  • Engage with the global Listen Up WPE Project Lead and VPRU M&E Advisor to develop tools to capture learning in Listen Up pilot sites, Bidibidi and Imvepi;
  • Write, and contribute to, external facing project learning briefs and communications;

Partner Management and External Representation

  • Establish and maintain close working relationships with internal and external contacts including UNHCR, the Office of the Prime Minister, Resident Coordinator, local authorities and other agencies doing work on PSHEA;
  • Implement the Partnership Excellence for Equality and Results System (PEERS) to identify and contract a local partner for Year 2 and 3 of piloting activities who can deliver women’s movement building activities in Bidibidi and Imvepi;
  • Manage the partnership with the women’s rights organization including all PEERS requirements for grant making; coordination and communication with partners,  review reports from partners etc
  • Coordinate with Kampala based women’s rights networks and organization to strengthen their influence and thought leadership within the project;

Support Piloting of the Women’s Movement Building Approach

  • Support the Listen Up WPE Project Manager and team to reflect on their Year 1 approach to women’s movement building in Bidibidi and Imvepi settlements;
  • Solicit ongoing feedback from women’s leaders, women’s rights organizations provided with cash awards, women@work in emergencies network and PSHEA Action Group participants to refine project activities;

Support Piloting of the Platform for Action

  • Participate actively in the iterative design of the digital Platform for Action with project team and partner, Sonjara;
  • Document and share learning from PSHEA Action Group and other humanitarian actors utilizing the platform, alongside Sonjara and the Listen Up project team to inform iterative design;
  • Develop tools to measure effectiveness of platform with support from global Listen Up project lead and VPRU M&E Advisor;

Support Piloting of the Get Moving Adaptation

  • With Raising Voices, provide in person and remote technical support and mentoring to partners and IRC team facilitators trained in Years 1 and 2 of the pilot Get Moving pilot;
  • Work with partners and IRC teams to capture ongoing learning, successes and challenges, through online surveys, one-on-one interviews with senior managers and focus group discussions with staff;
  • With M&E Advisor, analyze M&E baseline/endline data, write up findings from the pilot, discuss modifications in a learning event for facilitators, and give an update to the wider project team and Advisory Group to share results and agree on recommendations to strengthen Get Moving approach;
  • Update the Get Moving curricula based on learning from pilot, share with Raising Voices, Listen Up project team and advisory group and revise based on feedback;
  • Organize and co-facilitate a global ToT for field tested Get Moving approach, including identifying participants, local and regional travel, accommodation, venue rental, catering, and communication with participants;
  • Co-facilitate the global ToT for Get Moving together with the Gender Equality Regional Advisor and global Listen Up project lead;
  • Promote the Get Moving approach through local coordination groups and promote uptake by other humanitarian and development actors at the national, regional and global level;
  • Develop a business model to ensure the replicability of the Get Moving approach by organizing inter-agency events and high-level donor meetings to familiarize potential clients with the approach and to position WROs as potential facilitators of the training;

Project Reporting

  • Provide written monthly updates to the Listen Up project lead and WPE Coordinator;
  • Provide technical support to the Listen Up WPE Manager to track activities and indicators and review narrative for quarterly and annual Listen Up donor reports;
  • Design and develop quality learning content, materials and resources in line with best practice standards and guidelines. 

Qualifications

  • Bachelor’s degree in Social Work, Gender/Women Studies, Public Health, or other appropriate fields.
  • Minimum of 5 years’ experience in the field of women’s rights, gender-based violence response, and/or PSEA preferably working with refugees or conflict affected populations.
  • Communication and presentation skills that can influence decision makers and foster organizational change strategies.
  • Robust experience in M&E and capturing learning from program pilots and innovative design processes.
  • Experienced GBV expert and feminist/women’s rights movement building.
  • Confident public speaker.
  • Excellent relationship-building and liaison skills to communicate effectively at all levels, to work autonomously
  • Desirable, previous experience working on prevention of sexual exploitation and abuse.
