NOTE: For GSC Budapest, the required years of work experience is reduced to 50%, i.e. 2.5 years. ORGANIZATIONAL CONTEXT

The Senior Recruitment Assistant (Onboarding) will function under the supervision of the Recruitment Officer. Incumbent will be responsible for carrying out duties related to the Recruitment Administration pillar (i.e. grading, issuance of the Letter of Offer and reference checks). He/she will also be responsible for processing of all the requests for Temporary Appointment (TA) and JRB appointments.
Incumbent will have direct working relationship with the other Units in the Talent Outreach and Acquisition Section - Affiliate Workforce and External Recruitment Unit, as well as staff-related services in UNHCR, such as CMSS, Personnel Administration, Appointment and Promotion Section, Performance Management, Medical Service, Staff Welfare and Global Learning Centre.
The position requires the incumbent to manage processes and have the ability to multi-task, while ensuring careful attention to detail, have strong teamwork and team building skills and a high degree of discretion and tact.

FUNCTIONAL STATEMENT

Accountability
- The calculation of grade and step of selected candidates is consistent and according to set guidelines.
- All requests for TA and JRB recruitments are processed according to UNHCR guidelines and timeframe.
- Offer letters are accurately drafted within established rules and regulations and in timely manner reflecting the type of appointment of candidates.
- The quality and timeliness of reference checks is ensured.


Responsibility
- Process all requests for TA and JRB appointments, including verification of grade and step calculations and Letters of Offers in accordance with UNHCR rules and procedures.
- Calculate using the established system, the recruitment grade and step of newly recruited staff, as well as the step of General Service staff members when they are converted to the International Professional category to ensure they are in conformity with UNHCR's recruitment policies.
- Ensure that all reference checks and gradings are conducted once the decisions on TA and JRB appointments are received.
- Liaise with universities for academic transcript confirmations.
- Prepare regular status reports on recruitments conducted and challenges encountered and recommend corrective measures.
- Liaise with external candidates regarding questions related to their appointments.
- Contribute with input to recruitment policy in order to further improve its effectiveness.
- Perform other related duties as required.

Authority

- Enforce compliance with UNHCR¿s recruitment policies (e.g. grading and step, reference checks, Letters of Offer) and the UN/UNHCR staff rules and regulations.
- Liaise with universities and providers of professional references as necessary maintaining due confidentiality and courtesy in all dealings.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Completion of secondary education with training/certificate in Business Administration, Personnel Administration/Human Resources Management or related field.
- Minimum 5 years of previous relevant work experience.
- Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization.
- Fluency in English (written/oral).

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Ability to work under pressure and to adhere to tight and competing deadlines.
- High IT affinity and working experience of PeopleSoft/MSRP HR module.
- Field experience with UNHCR and/or with other humanitarian organizations is an asset.
