Job Description

The IRC Yemen began its Health, Nutrition and Water, Sanitation and Hygiene (WASH) programs in response to the impact of conflicts in Abyan and Aden Governorates in October 2012. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through a local partnership, in Health, WASH, Nutrition, Economic Recovery Development and Women Protection and Empowerment. These sectors are responding to food insecurity, cholera and other humanitarian needs within the displaced and conflict affected populations. 
SCOPE OF WORK: 
Across the organization, the IRC Yemen has a diverse donor portfolio totalling US $ 35 million and comprising 14 grants. The Senior Coordinator for Grants and Accountability (SnrCGA) is a central figure within the IRC program management and support infrastructure and a member of the Country Management Team. Under the supervision of the Deputy Director Programs (DDP), the SnrCGA focuses on effective grants management and accountability, including oversight of monitoring and evaluation and supporting the inclusion of client voice in program design and review. The SnrCGA will be responsible for management of key humanitarian donor relationships together with the Country Director (CD) and the DDP
RESPONSIBILITIES: 
1) Business development
• Support the Country program finding new business opportunities by performing monitoring, research and analysis into donor strategies. 
• Oversee cross department coordination in relation to proposal development and project revisions and donor reporting.  
• Lead liaison with headquarters-based focal points during the proposal development phase.
• Support the Grants Managers to enhance the country office profile by maintaining country wide and sectoral fact sheets, updating Yemen page on IRC website, providing relevant information for dissemination to donors, regional office, HQ and others, as necessary and requested 
2) Grants management
•Lead direct management of Grants Unit staff and provide professional development as needed
•Lead development of proposals for submission to donors in coordination with t sector leads and the finance and operations teams
•Monitor and supervise all external reporting to ensure timely delivery of high-quality reports which meet donor and IRC requirements.
•Ensure staff from Grants, Programs and Operations departments receive trainings to enable them fulfill their responsibilities with regard to reporting, proposal development and donor reporting and compliance.
•Develop a deep understanding of relevant donor policies, regulations and procedures and train other country team members in these areas.
•Ensure communication with IRC, Regional and HQ colleagues is constructive, clear, and organized
•Oversee the implementation of effective channels of internal and external communications relating to the effective management of grants.
•Support the program and operation departments to deliver proper post-award management of grants based on both donor and IRC policies.
•Ensure staff receive trainings to enable them fulfil their responsibilities with regard to active grant management. 
•Organizing, preparation and follow-up of grants operations meetings. Including the management and ongoing revision of salary/operations mapping tools and spending plans.
•Work with Grants, Finance, Supply Chain and Programs colleagues to ensure uptake of and adherence to the IRC2020 Budget vs. Actuals initiative, improving the ability of management staff to track project implementation.
•Ensure an information management and filing system exists and is maintained by the Grants team; this includes ensuring that all donor contractual documents, reports, key correspondence etc. are appropriately filed in up-to-date soft and hard libraries available as relevant.
3) Accountability, monitoring and evaluation
•Oversee the M&E team, working closely with the M&E Coordinator and Manager and the Client Responsiveness and Accountability Manager 
•Ensure that M&E processes meets IRC’s global monitoring standards (“Monitoring for Action”) for improved monitoring practices, data quality and use of data within the organization.
•Ensure a robust and effective Client Voice, ensuring feedback from clients is responded to with positive program change
•Ensure all new proposals contain adequate resources to support the delivery of M&E and Client Voice to the required standard. 
•Ensure IRC Yemen receive appropriate trainings to enable them fulfil their responsibilities with regards to M&E and Client Voice. 

Qualifications

Education:
• Masters in international development or related subject.
Experience:
• At least 5 years of experience working in grants management and business development in a multi-sectoral and multi-donor funded programs environment.
• At least 3 years of experience related to M&E functions within a humanitarian organization.
• Demonstrated strong experience in donor reporting, with very strong English writing and editing, and critical analysis skills.
• Demonstrated experience in capacity strengthening of staff and a proven commitment to staff development. 
• Strong ability to communicate concisely and with impact.
• Should be a strong collaborator with effective interpersonal skills.
• Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced operating environment. 
• Must have a proven track-record of proactively identifying and communicating potential problems and proposing solutions.
• Must be able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with competing priorities and pressure
• Capable of managing conflict and conflicting views.  
• Arabic is an advantage.
• Commitment to the IRC’s mission, purpose and values.
Work Environment: There is active conflict in parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states. The situation in Aden remains unpredictable.  Security will be thoroughly discussed during the interview process.
Housing: Lodging in Aden and Sana’a is in shared IRC guesthouses. All IRC sites have electricity and internet all day through. Food is the individual’s responsibility.
