Job Description

Job Overview/Summary

 The Malaysia based HR Manager is responsible for ensuring effective and transparent human resource management practices and quality HR administrative support for the IRC Malaysia program and its employees. The HR Manager will serve as the local HR Lead and provide advice and recommendations to the Malaysia based Deputy Director to ensure timely and equitable resolution of any disciplinary, ethical or legal staff issues, including enforcement of ‘The IRC Way’. The responsibilities include national staff policy development, support for international staff personnel management, staff planning, benefits administration and staff training.

Major Responsibilities:

National Recruitment, On-boarding and Exit:

  • Responsible for leading all recruitment activities for manager and above, upon receiving official requests from the hiring manager i.e. National Recruitment Request Form (National) – approved by the Senior Management via WorkDay
  • Ensure IRC recruitment processes are carried out in a professional, transparent and timely manner.
  • In consultation with the Deputy Director, offer salary and benefits package to successful candidates for manager and above; and International Staff.
  • Choose appropriate advertising to attract high quality candidate pool i.e. media, university, association, internal candidates, LinkedIn.
  • To ensure all Pre-Employment clearances for potential new hires are conducted as required
  • Produce monthly HR Metric for management’s review and submission to the Regional HR Director.
  • To ensure the on boarding and orientation of new hires is done in an orderly and timely manner.
  • Ensure that all Orientation materials are reviewed periodically and kept updated.
  • Conduct monthly On-boarding Feedback/Survey for new hires to evaluate On-boarding effectiveness.
  •  Ensure all new employees are registered with appropriate provident fund, social security funds and medical insurer within one week of employment commencing.
  • Ensure Probation ending process is communicated and monitored to hiring manager.
  • Conduct exit interviews and manage exit process for staff upon separation(Manager level and up)

International Recruitment:

  • Responsible for leading all international recruitment activities upon receiving official requests from the hiring manager and approved by Regional Partners
  • Review all Global Position Request Requisition (GPRR), job descriptions and change of status forms to ensure accuracy of information and submit to Deputy Director, Regional HR Director and Regional Director for review and approval before onward submission to HQ HR.
  • Screen candidate CVs and conduct HR interview where necessary
  • Conduct HR orientation for all new IRC international staff
  • Coordinate with the new hire and headquarters for the on boarding of new international staff i.e. employment pass, visa.
  • Ensure all international staff Employment passes are kept up to date and renewed accordingly.

WorkDay/Data system:

  • WorkDay audit on a monthly basis to ensure data is accurate, updated and reliable

Staff Performance Management:

  • Communicate to all staff on Performance Check-In process
  • Analyze and generate final Year End Check-In data for the necessary annual merit increase
  • Conduct a Performance Check-In process Training for all managers once a year
  • Supervise and coach all staff about Performance Check-In as required

HR Policies & Procedure:

  • Ensure all policies and procedures are in compliance with the IRC’s Global HR Polices and Operating Procedures.
  • Clearly communicate and answer staff enquiries regarding HR policies and procedures
  • Review Employee Handbook and other HR documents and policies on a regular basis and ensure updating as needed.

Payroll, Compensation & Benefit:

  • Participate in Salary Survey (local and Global)
  • Serve as back-up payroll personnel for IRC Malaysia and ensure that the monthly payroll is done as per the required process and regulations and accurate
  • Review and submit Leave Report to the Senior Management on monthly basis
  • Ensure annual medical check-up arrangements for all national staffs are made in a timely manner
  • Coordinate with supply chain for the external vendors to provide a comprehensive and cost effective staff benefits

Visas & Work Permits:

  • Proactively monitor visa and work permit validity for all non-Malaysian staff
  •  Maintain rapport/good relationship with the external work permit agent.
  • Compile the necessary documents for work permit processing (e.g. initial application, renewal, cancellation)

Staff Development:

  • Liaise with the Senior Management Team in seeking out training opportunities for Malaysia based staff and conducting staff training as appropriate.

Any other duties/responsibilities

  • Perform other duties, as appropriate or requested by supervisor
  • Ensure all staff files and HR matters are treated as private and confidential.
  • Ensure all reports will be submitted to concerned departments on time.

Qualifications

Education:

  • BA in Human Resource Development or related field

Work Experience:

  • Minimum 5 years work experience in general HR and demonstrated experience in recruitment, HR operations and Labor Laws
  • Minimum 3 years in HR managerial role
  • Experience in a non-profit organization and international environment is preferable.

Language and Computer Skills

  • Fluent in written and verbal communication skills in both Bahasa Malay and English languages
  • High level of PC literacy and demonstrated skills in database management and record keeping.
