Job Description

The HR Officer will have the overall responsibility of HR functions including staff recruitment, new employee orientation, follow up on performance management, leaves tracking, exit management, and follow up on staff life/health insurance. He/She will handle front-line employee inquiries and will work in close coordination with the HR Manager to conduct HR surveys, staff training and development, performance management, recruitment, while handling the overall HR matters.This position is based on Sittwe, Rakhine State.

The HR Officer will assist in implementation of Global HR initiatives and practices and will support HR sector leads to maximize staffing resources and performance, promote a positive organizational culture, minimize risk and ensure economy and efficiency of work processes.

Major Responsibilities:

  • Support the Country HR Team in planning and meeting recruitment standards.
  • Contribute in the review of job descriptions, support for posting job advertisement, participate in applicants’ screening, interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paper work/hire pack is processed accurately, by ensuring transparence and fairness in all recruitment processes and make sure the IRC Global HR policies and procedures
  • Ensure proper field level orientation for all new staff by collaborating and provide support to field teams in welcoming new staff and organizing induction sessions for them
  • Promote and uphold THE IRC Way: the organizational core values and principles
  • Under the guidance of the HR Lead, support programs and operation teams in interpreting and understanding HR policies, procedures and SOP and in providing them with any other relevant technical support on HR issues
  • Address employees’ complaints and grievances in accordance with IRC policies and procedures;
  • Support for staff contracts management including providing information for the monthly payroll, employment contracts, leave checking and record tracking, timesheet collection and tracking, and service agreements and also support for change of employee status, new hire and termination forms, service letters, insurance letters, leave applications, and coordinate for staff separation process etc.
  • Ensure that all the human resources and data including payroll, database and personal files are kept confidential
  • Assist for staff performances’ management process, including collecting and reviewing staff performance appraisals and sharing them with the HR Lead in a timely manner.
  • Work alongside the HR Team to consolidate staff professional development needs, prioritize needs and locate resources for staff training
  • Manage exit and or separation process and ensure all the required documents and forms are prepared, reviewed, approved and recorded in line with the IRC related guidelines
  • Contribute in promoting gender equality and staff well being
  • Perform other duties, as and when requested.

Qualifications

  • Bachelor’s and/or in HR management, Business Administration, Law, or related field.

Experiences

  • Minimum 3 years progressive experience in the Human Resources function, with supervisory experience preferred.
  • Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.

Competencies

  • Exposure to Applicant Tracking systems and recruitment experience strongly preferred.
  • Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.
  • Strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
  • Very strong proficiency in MS Word, Excel, and PowerPoint is required.
  • Strong organizational, project management and administrative skills required.
  • Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
  • Commitment to continual learning and development.

Language

  • Written and spoken fluency in English is required.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
