Background
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.
In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:
1) Women lead, participate in, and benefit equally from governance systems.
2) All women and girls live a life free from all forms of violence
3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.
Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.
As part of its programmed and project implementation, UN Women Turkey Office is carrying out variety of targeted communications, visibility, publicity, knowledge sharing and advocacy interventions that aim to advance the implementation of its goals. In this respect, the Office is producing different types of communications, advocacy, knowledge and visibility materials and publications: brochures, reports, infographics, briefs, manuals, policy papers, etc. In some cases, the Office is translating in Turkish language various UN Women global publications and other materials relevant to its programming.
In view of responding to the Turkish language editing needs of the office for the above-mentioned purposes, UN Women Turkey Office seeks to hire an Editor responsible for providing timely and qualitative editing services.
Duties and Responsibilities
1. Objectives of Assignment: Under the direct supervision of the relevant Project Coordinator/Manager and overall guidance of the Programme Management Specialist, the Editor will provide editing services. The editing services will cover communication and advocacy materials and knowledge products such as brochures, factsheets, articles, reports, newsletters, publications, feature stories, thematic briefs, etc. to support communications, advocacy, programme implementation and resource mobilization and to enhance the visibility of UN Women activities in Turkey, including specific campaigns and events.
2. Scope of Work:
- Conduct editing of the Turkish language content of various materials and publications, as per UN Women Turkey office needs. The editing should ensure the correct use of gender sensitive language and terminology, internal consistency in language use across UN Women publications and externally with the accepted national terminology, both intellectual and stylistic, general readability and accessibility to the general public and a broad readership.
- Undertake the editing of translated texts (primarily English to Turkish and occasionally Turkish to English), and make necessary revisions to ensure high quality translation in line with the above standards and criteria.
- Make editorial suggestions for printed and designed materials such as brochures, newsletter, and booklets, etc.
- Edit and revise texts for the website.
- Support the UN Women team in developing catchy titles, slogans and reader-friendly language that would make the documents more marketable.
- Conduct final quality control to ensure accurate, reader-friendly and high-quality text.
Work in close collaboration with UN Women Turkey Office staff to ensure full compliance with the projects’ priorities and finalization of the documents on time.
The above tasks are indicative and subject to further detailing through specific service requests to be made by UN Women Turkey Office during the course of the contract duration.
The Editor demonstrates a client-oriented approach, tact and ability to work with people of different national, cultural and ethnical backgrounds. The Editor ensures effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made. All work submitted should be aligned with UN Women’s established standards and formats, and should be cleared by UN Women Turkey Office.
The Editor will be required to have her/his own technical and software based equipments to deliver the services specified in this ToR.
3. Deliverables |
Duration of the assignment is from 1 November 2019 to 1 November 2020. The Consultant is expected to spend up to 1120 hours on a non-consecutive basis throughout the assignment. The consultant will use his/her own equipment, hardware and software tools for delivering the services. Expected Deliverables: The Assignment will include interim deliverables, which will be defined in the specific service requests to be made by UN Women to the consultant. All deliverables shall be agreed with the relevant UN Women Turkey Office staff and should be approved by relevant UN Women Turkey Office Programmed/Project Managers under their specific programmed/projects. The Editor should comply with the Gender-inclusive language guidelines, Branding and Communication Guidelines, UN / UN Women context and other relative standards. The documents will be copyrighted to UN Women and any violation of copyright law will be pursued appropriately. Documents should not be used externally by the consultant. The consultant should not copy the content or text from any other document without referencing the respective source. The documents should not be subjected any to any copyright conflicts and plagiarism is not allowed. Payment Schedule: The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc. Payment will be done in separate installments upon delivery of services and certification by Turkey Office no later than at the end of each month. The contract to be signed between UN Women and the consultant will not entail a financial commitment from UN Women. UN Women's financial commitment will be established on an ad-hoc basis every time as services are officially requested by UN Women. Payment terms and conditions along with the hourly fee rate (indicated in the contract) and number of hours invested (not to exceed maximum number of hours in the service request) will be the basis of the payment to the consultant. Payments will be made against submission of the deliverable(s) in the service request by the consultant and approval of such deliverables by UN Women Turkey office on a monthly basis. This is a home-based assignment and no travel requirements are envisioned under this assignment. In case of an unforeseeable travel, the travel arrangements will be handled by UN Women as per the UN Women rules and regulations. UN Women will not cover transportation cost within duty station including the taxi costs. Mandatory Courses: The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. Their certificates shall be submitted to the Hiring Manager during the contract preparation process. Please note that the required training courses could vary based on contract content and duration, the nature of the work and inclusion of travel. Hence, the Consultant is obliged to follow the instructions of his/her Hiring Manager upon which training modules to complete and when to complete them. |

Annex I: Price Proposal Guideline and Template
The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.
1.Hourly fee
The hourly fee proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.
UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.
2.Travel costs
This is a home-based assignment with no travel estimated. If a travel need comes up, the costs will be covered by UN Women Turkey Office. UN Women will not cover the transportation cost within the duty station including the taxi costs.
3.Currency of the price proposal
The applicants are requested to submit their price proposals in Turkish Lira. In case of proposals in other currency, these shall be converted into TL using the official UN exchange rate for currency conversion to TL at the date of applications’ submission deadline.

- Bachelor’s degree in one or more of the following disciplines: Turkish and/or English language and literature, journalism, communications, public relations, or relevant fields;
- Master’s degree in relevant fields is an asset.
Experience:
- At least 5 years of experience as a journalist, editor, writer, translator or in a related profession,
- Documented track record of writing, editing, reporting and/or communicating to the public on social and development issues in reader-friendly formats and style;
- At least 2 years of experience of editing Turkish-English & English-Turkish translated texts and reports;
- Experience of writing and/or editing texts/reports/materials, etc. on gender equality and women’s rights topics is a strong asset;
- Previous working experience with UN entities, civil society organizations or other international organizations is an asset.
