Organizational Setting


The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.
The Business Technology Coordination Section (BTCS) manages the implementation of the IAEA Business Technology Strategic Plan, coordinates the development of Agency ICT policies, standards and guidelines, and facilitates ICT governance across the Secretariat.  BTCS also provides project and product management and information architecture services to the Division of Information Technology.


Main Purpose


The Data Analyst/Modeler will implement the designed to-be architecture of the application data integration of the IAEA. The consultant will gather and analyse data requirements based on the current integration model and design a new data model based on those requirements and industry best practices for both integration streams proposed by the to-be architecture. He/she will report to the Section Head of the Business Technology Coordination Section (BTCS).


Functions / Key Results Expected


  • Identify and categorize all data consumers of the current, complex integration model of the Agency (stakeholder level and application level).
  • Gather and analyse data consumption requirements from all stakeholders consuming data from the current integration model. 
  • Interact with business users/data consumers to define pain points, problem statement, scope, scenarios and analytics business case.
  • Analyse each stakeholder's data requirements to the application use-case level and recommend the most appropriate integration approach (ETL Batch Integration or API Real Time Integration).
  • Define and design a data model for the new Common Information Model (CIM) based on the analysed data requirements and industry best practices (including data transformation rules, data validation rules, data mapping, error handling and data reprocessing, data security, data logging, etc.).
  • Define and design a service integration model based on the analysed data requirements and industry best practices (API Real Time service integration).
  • Define and design a data governance framework to be applied to the new CIM.
  • Define the right KPIs for the new integration model features and tests.
  • Advice on the deployment and configuration of the new CIM (MS SQL Server and SSIS).
  • Gather and document stakeholder's requirements.

Qualifications and Experience


  •  Non-Degree Program - Internationally recognized Information or IT Security Certification such CISSP, CISM, CISA or GIAC is desirable;

  •  University Degree in Computer Science, Information Technology or a related field;

  • A minimum of seven years of experience in working with data requirements analysis and documentation, data modelling, master data definition and management, data quality evaluation, advanced enterprise level extract, transform, load (ETL) implementations, service design and service integration.

  • Hands-on database experience (data modelling, querying, tuning, testing, documenting) specifically on MS SQL Server, SSIS, Master Data Service (MDS) and Data Quality Service DQS).

  • Experience on enterprise real time service integration, design and implementation.

  • Experience on data governance models design and implementation.

  • Experience with Oracle E-Business Suite and its Integration Service Gateway (ISG) is an asset.

  • Experience with Azure Data Catalogue is an asset.

  • Excellent communication and documentation skills in English.


Remuneration


The remuneration for this consultancy is a daily fee of up to a maximum of € 333, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
