Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

The Division of Nuclear Fuel Cycle and Waste Technology (NEFW) comprises the Nuclear Fuel Cycle and Materials Section, the Waste Technology Section, the Decommissioning & Environmental Remediation Section and the Research Reactor Section. The Division seeks to support Member States in building their capacity to access technologies, to share good practices and to develop safe and effective approaches across all aspects of research reactors, nuclear fuel cycle, decommissioning, radioactive waste management and environmental remediation.


The Research Reactor Section (RRS) assists Member States in every stage of the research reactor life cycle\: from the initial decision to build a research reactor, including the development of the national supporting infrastructure, to ensuring safe and sustainable operation, including long-term operation, spent fuel management, effective utilization, to preparation for decommissioning and disposal of spent nuclear fuel. The Section also promotes and facilitates Member States’ access to research reactors for nuclear capacity building and, upon request, assists Member States in minimizing the use of Highly Enriched Uranium for research reactors’ fuels and applications. The Section works with Member States individually, regionally, and in international coalitions to carry out its activities.

Main Purpose

As a manager and leader reporting to the Director, the Section Head initiates, leads, co-ordinates, and supervises the Agency's work related to RRs in order to deliver a results-oriented programmatic response to Member States' priorities in all aspects of RRs lifecycle\: operation and maintenance, fuel cycle, utilization and access to RRs and RRs’ technologies.

Role

The Section Head is\: (1) a manager and leader planning, leading, co-ordinating and supervising the activities of the Section in accordance with Member States' needs and monitoring their implementation; (2) a substantive expert contributor managing projects of particular complexity and/or sensitivity; (3) a Scientific Secretary to international scientific meetings related to a specialized field, overseeing preparation and editing of scientific reports, manuals proceedings and other scientific publications; (4) a coordinator and adviser to the Director on programmatic, scientific and technical issues in the relevant fields; and (5) a facilitator of cooperation with other organizations and with other sections/divisions/departments in the IAEA dealing with similar or related areas of work in particular with Nuclear Applications and Nuclear Safety and Security Departments. The Section Head is responsible for the relevant administrative matters of the Section.

Functions / Key Results Expected

Plans, leads, coordinates, monitors implementation, and supervises the activities of the Section to deliver concrete results in accordance with Member States' needs, including but not limited to\: access to research reactors, infrastructure development, operation and engineering review services.

Broadens and deepens the field of knowledge by organizing scientific meetings related to research reactors and serves as scientific secretary; prepares scientific programmes, oversees the preparation of scientific and technical reports, manuals, proceedings, eLearning material; prepares and organizes in-house meetings in support of the Section's scientific programme.

Coordinates the Section's provision of specialized technical input to Technical Cooperation Projects in the subject area and provides technical guidance; evaluates proposals, develops work plans; provides support in planning and implementing training courses and workshops.

Liaises with the Division of Physical and Chemical Sciences (NAPC) and the Division of Nuclear Installation Safety (NSNI) and with other international organizations on topics of mutual interest and provide assistance, as required, in other activities of the Division and to other IAEA units on subjects of relevance to decommissioning and environmental remediation.

Ensures the continued high standing and recognition of the IAEA in the scientific community by representing the Agency at national and international meetings as required; establishes and maintains contacts with individual scientists at various centres and other relevant international organizations, committees and scientific societies.

Qualifications, Experience and Language skills

Master's Degree - Advanced university (or equivalent) degree in science, engineering or related field.

At least 10 years of relevant experience including dealing with technical and/or scientific aspects of Research Reactors, of which 5 years in a senior position with management responsibility.
Demonstrated experience in project management, including design, monitoring and implementation as well as the management of human and financial resources.
Experience in an international multidisciplinary environment desirable.
Awareness of the specific situation and needs of nuclear developing countries.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $87108 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38415, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
