Job Description

BACKGROUND TO IRC

Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan.Programs under the leadership of the IRC’s Women’s Protection and Empowerment (WPE) unit focus on interventions that address Gender Based Violence (GBV), specifically violence against Syrian and Jordanian women and girls.

In coordination with the humanitarian community and the Government of Jordan, the IRC's women and girls assistance program for Syrian refugees and vulnerable Jordanians includes urban based assistance (Mafraq, Ramtha, Irbid) as well as technical support partnerships with national institutions and organizations in addition to Azraq camp. The IRC's direct assistance programs help to ensure that women and girls and survivors of GBV have access to:primary and reproductive health care; case management, counselling and emotional support for survivors of gender based violence; Mental Health and Psychosocial Support (MHPSS) as well as cash assistance. Services are accessible through two clinics in Ramtha and Mafraq, three Women’s and Girls’ Centres in Mafraq, Ramtha and Irbid, three mixed spaces and mobile service delivery.The IRC works to ensure that these services are inclusive of survivors of GBV and women and girls with disabilities as well as specifically tailored for child survivors of GBV and adolescent girls. At a national level, the IRC is leading multiple capacity building and technical partnership initiatives alongside government ministries, UN agencies and organizations including inter agency case management trainings, clinical care for sexual assault survivors (CCSAS), and the roll out of theInter Agency National Standard Operating procedures (SOPs) on GBV and Child Protection in Jordan.

SCOPE OF WORK

The Women’s Protection and Empowerment (WPE) Data Management and Monitoring Officer will work closely with the WPE Program Coordinator to strengthen the quality of WPE activities by mainly being responsible for the overall data management of the WPE Program. The WPE Senior Data Management and Monitoring Officer will act as the Monitoring and Evaluation Focal Point and provide support to ongoing activities and related reporting. The WPE Data Management and Monitoring officer will also support the review and adaptation of WPE data collection tools and management system in collaboration with the M&E unit, including their migration to ICT4P tools. The WPE Senior Data Management and Monitoring Officer will be based in the Mafraq office, and will be committed to providing updated data/information for internal and external reporting requirements.

RESPONSIBILITIES

Data Management and monitoring Support

  • Responsible of all data management for the WPE program partners in line with safety and confidentiality guidelines on GBV data. This will include assisting the Data Management Officer in the compilation and cleaning of the data, ensuring accuracy of numerical and qualitative data, fixing problems and inaccuracies where needed.
  • Conduct regular visits to the WPE Women’s Centers, Azraq camp and with mobile teams to provide continuous support and oversight on data management.
  • Review the WPE data sources (attendance sheets, case management tools, etc.) on a monthly and quarterly basis to prepare for the quarterly M&E data audit.
  • Provide continuous support and assistance to the Data Management officer in order to revise/modify data management tools in collaboration with the Data Management Officer and provide accurate updated information on monthly basis.
  • Continuously creating and updating data collection/analysis tools based on donor requirements and indicators.
  • Compile data from all WPE counselors and social workers, identify errors, clean them (in liaison with the relevant staff) and provide accurate monthly data reports and dashboards.
  • Prepare monthly analyses based on WPE staff reports and support the WPE Program in the collection of data and in the compilation of weekly, monthly and quarterly data and narrative reports.
  • Prepare/ review both quarterly and yearly reports for all WPE program donors.
  • Act as a focal point between the WPE program management and field staff.
  • Participate to the capacity building efforts of on the appropriate use of data collection tools and on and reporting requirements in with collaboration with the Data Management Officer.
  • Capacity building for partner staff members / other IRC staff members.
  • Design a data management plan development plan for the Data Management officer.
  • Design and implement a data management plan which includes the data flow, improvement areas and lessons learnt.
  • Assist in supporting the implementation of WPE assessments and partners’ mapping.
  • Serve as the WPE M&E focal point, assisting in the implementation of all M&E tools, participating in relevant M&E meetings, contributing to monthly reporting, and analyzing the WPE data collected for M&E purposes.
  • Report IRC/Partners numbers on activity info (UNHCR website).
  • Enter relevant aggregated data validated by the WPE Program Manager or Coordinator into COMET.
  • Assist in building an indicator tracking sheet in collaboration with the Data Management Officer and update it on a monthly basis.
  • Ensure the implementation of the WPE monitoring plan activities.

Coordination

  • Attend internal coordination meetings with the WPE team and WPE partners to discuss opportunities and challenges.
  • Attend M&E meetings related to the WPE with other IRC colleagues to discuss opportunities and challenges.

Other Duties

  • Provide support to all WPE staff members in all aspects of data management /computer skills.
  • Work closely with the Monitoring and Evaluation team in order to improve data quality.
  • Line manage the data management officer.
  • Contribute with other Data Management Officers in the Jordan program on the knowledge sharing concepts.
  • Any other task designated by the WPE Program Manager.

Qualifications

  • Bachelor’s degree in Social Science, Statistics, Management, Information Technology or any related field. 
  • Minimum 2 years of experience in the field of data management and monitoring, primarily in relation to refugee protection and gender based violence. Experience working with NGOs preferred.
  • Demonstrated experience in partners’ capacity building, both through formal training and on the job support.
  • Attention to detail, clarity and accuracy are essential.
  • Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel, Access) and email programs.
  • Familiarity with case management systems such as Comm Care, Kobo, Open Data Kit (ODK).
  • Experience conducting assessments and using participatory approaches is desirable.
  • Strong  project planning, organizational, interpersonal and communication skills.
  • Understanding of concepts of protection, do no harm, accountability, transparency.
  •  Excellent written and verbal
