Yemen is the world’s largest humanitarian crisis, with up to 80% of the population currently in need of some form of humanitarian or protective assistance, many due to a breakdown in existing support systems and the deterioration of all basic services. Protracted conflict, economic deterioration and the sustained non-payment of public salaries have left two-thirds of Yemen’s population – 20 million people – facing an emergency crisis.
NRC in Yemen is therefore looking for an Emergency Response Manager to manage a multi-disciplinary emergency response team and lead the emergency response across the country.
Job description
• Manage the emergency response team
• Implement plan of action for delegated portfolio of emergency response
• Coordinate fund raising and pre-positioning for emergencies
• Ensure project compliance with NRC policies, tools, handbooks and guidelines
• Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• Document, promote and share ideas for technical improvement
• Prepare periodic progress reports
• Ensure capacity building of project staff and transfer key skills
• Liaise and collaborate with relevant local authorities and stakeholders
• Liaise with the Security Focal Point to ensure compliance with Security Guidelines and their effective application in the local context
• Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications
• Minimum first level university degree; or advanced University Degree/Master’s Degree preferred.
• Qualification and experience in any one of NRC’s Core Competencies is required (WASH, Shelter, Education, Protection, and Livelihoods & Food Security)
• At least five years’ previous experience in a similar role and context
• Practical experience in using tools for data collection and analysis e.g. GIS Mapping and similar tools
• Training in access negotiation and/or personal safety and security in insecure contexts is desirable.
• Fluency in English, both written and verbal. Competencies in Arabic language is preferred.
• Knowledge/awareness of own leadership skills/profile, with a high level of emotional intelligence
• Safety and security awareness training, highly desirable
• Flexible, reliable, culturally sensitive, positive attitude, ability to work under pressure, and a feel for the way NRC operates and our target groups.
• Commitment to continuous learning and willingness to keep abreast of new developments in the disaster management field
• Strong organizational, interpersonal, communication and persuasion skills.
• Ability to work both independently and as part of a team; and able to travel and/or live and/or work in isolated remote areas.
• Familiarity with the context of Yemen or similar emergency contexts
• Excellent knowledge of computer application software

We offer
• Duty Station: Yemen (70% Sana'a, 30% Aden)
• Travel: 60%
• Contract Period: 12 months, with possible extension
• Start Date: ASAP
