Job Description

CONTEXTUAL BACKGROUND

The IRC established programmes in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), shelter, education, and emergency humanitarian assistance.

Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programmes address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, Tikrit, Dohuk and Derek. The IRC has WPE programming in seven governorates and provides both direct service provision (through women’s and girls’ centers and mobile teams) and technical support to local partner organizations to implement safe spaces and deliver services to women and girls as well as longer term capacity building of local NGOs, government service providers, and other protection actors on GBV related topics.

The IRC has an ongoing emergency response in Kirkuk providing cash assistance and lifesaving protection and services to Iraqis affected by the ISIS insurgency. To ensure the safety, wellbeing and protection needs of vulnerable women and girls are met, the IRC will provide emergency GBV prevention and response services through trained GBV teams.

SCOPE OF WORK

The Program Assistant is a qualified national staff member who, under the supervision of the WPE Manager, will assist in the WPE Teams with various administration and financial tasks. The Program Assistant will be based in Kirkuk and requires the ability to travel within Kirkuk on need base.

MAJOR RESPONSIBILITIES

  • Prepare Purchase Requests (PRs), in line with supply chain requirements, budget availability, and program needs – regularly checking in with WPE Senior Officers on materials needed for center activities and any special sessions/events organized (e.g. IWD, 16 days of activism)
  • Follow up the progress of the status of administrative and finance issues.
  • Track WPE staff leave requests in master tracker
  • Prepare WPE team daily movement plan and coordinate with fleet team and security on any changes in WPE movement
  • Follow up with all related IRC departments such as Logistics, Finance, and Human Resources on IRC activities.
  • Preparing and sending documents to field offices.
  • Discuss the challenges regarding administrative task and provide recommendations to WPE Manager.
  • Participate and provide logistics support for trainings, conferences and seminars held by IRC.
  • Submit and follow up on paperwork such as leave requests, travel authorizations, and other needed forms for staff and activities.
  • Support with basic data entry and monitoring of activities in absence of Data and information officer.
  • Any other tasks requested by the senior management team.

Internal: All WPE team members and broader IRC Iraq team including other IRC Iraq programmes (ERD and Protection/Rule of Law), Supply Chain, HR and Finance Departments


Qualifications

REQUIRED QUALIFICATIONS:

  • Strong organizational and communication skills.
  • University diploma or degree.
  • Previous experience in administrative work.
  • Knowledge and background of the context and the targeted areas of IRC projects in Kirkuk.
  • Ability to use Microsoft Excel and Word well.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment.
  • Fluency in Arabic and English required.
