Organizational Setting

The FAO Subregional Office for the Pacific Islands is located in Apia, Samoa and covers the 14 Pacific Island countries. The project “Enhancing livelihoods and food security through nearshore fish aggregating device fisheries in the Pacific” is funded by the Government of Japan for a three year period and includes seven Small Island Developed States in the Pacific (Fiji, Kiribati, Palau, Republic of the Marshall Islands, Samoa, Tuvalu and Vanuatu).

The project will focus on the safe development of nearshore fish aggregation device (FAD) fisheries supported by co-management approaches and the development of value adding and alternative livelihoods to diversity income sources. The four main areas of intervention are\:

  • strengthening and developing community nearshore FAD programmes to provide improved access to high value species;

  • structuring and strengthening of fishers’ associations and cooperatives;

  • developing livelihood opportunities and revenue generating activities and products; and

  • improving safety at sea for fishers of nearshore fish aggregation devices.

Reporting Lines

The Project Technical Team Leader will be under the overall supervision of the FAO Subregional Coordinator for the Pacific and will directly report to the Lead Technical Officer (LTO).

Technical Focus

The Consultant will lead the execution of the project’s technical and administrative activities, with support from the Operations Officer, Admin Assistant, national and international consultants/contractors, with LTO technical supervision at the Subregional Office for the Pacific Islands (SAP) and other FAO offices as required.

Tasks and responsibilities

Project management responsibilities

  • Be responsible for overall and annual planning, the preparation of contracts and agreements with organizations and consultants/contractors, technical supervision of consultants/contractors and the daily management of the project.

  • Organise and participate in the start-up/planning workshops or email/skype discussions with local stakeholders and project partners for the preparation of the work plans and budgets, feeding into the overall project work plan and budget.

  • Prepare a detailed work plan and budget and ensure its timely implementation in line with FAO and donor policies.

  • Draft and coordinate the review and approval of the terms of reference and technical specifications for consultants / contractors, Letters of Agreements, service contracts and procurement of equipment and materials.

  • Monitor the work of the consultants and sub-contractors, based on their Terms of Reference, and evaluate the quality of the outputs.

  • Organise and or provide support to regional meetings, forums and workshops.

  • Participate in the Multi-disciplinary Team (MDT) and provide information on the project as necessary to the SAP Program Team.

  • Ensure technical compliance with project’s results framework and follow the monitoring and evaluation plan prepared by the M&E Specialist.

  • In consultation with the SAP Communication Officer, develop a short communication plan to ensure project and resource partner visibility and coordinate its implementation.

  • Maintain regular coordination and communication with project partners’ personnel in charge of project activities.

  • Prepare the project reports in coordination with the project team and submit for consideration and review of the LTO and approval by the Budget Holder (BH).

Technical responsibilities

  • Provide technical guidance and support to the international and national experts, government counterparts and project partners in the implementation of activities related to the project.

  • Provide technical inputs into project planning and implementation processes including in project wide workshops and training programmes in association with the subcontracted organizations.

  • Develop and help coordinate partnerships with the project partners including regional bodies, universities and the private sector.

  • Facilitate and technically guide the work of the national experts, project partners, subcontractors in carrying out their terms of reference.

  • Build on the national activities from project implementation and pilot interventions in selected communities, facilitate discussions on lessons learned at the regional level on each of the four project areas.

  • Review all documents prepared by consultants and sub-contractors for submission to FAO to ensure they meet the appropriate technical, scientific and English standards.

  • Conduct regular field missions to monitor and ensure smooth implementation of project activities and provide assistance in the implementation and training activities at the country level, as required.

  • Any other duty required to support a successful implementation of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in (for Consultants) / University degree (only for PSA) in Marine Policy or Science, Fisheries Studies, Development Studies, Economics, Political Sciences, or other relevant field.

  • Seven years of relevant experience in the fisheries sector.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. (for PSA it can be required only one language)

    Technical/Functional Skills
  • Three years of experience in managing or coordinating development projects or components financed by international organizations

  • Knowledge and experience in results-based management, development and implementation of budgets, preparation of technical and financial reports, and monitoring and evaluation.

  • Experience of management, coordination or implementation of projects at international level.

  • Ability to prepare concise reports according to United Nations standards and donor requirements.

  • Experience in implementation and evaluation of FAO projects desirable.

  • Previous project management experience in the Pacific or Small Island Developing States in general would be an asset

  • Availability to travel frequently to the project countries.
