Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates. 

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor. 


Functional Responsibilities

The Logistics Senior Assistant reports to the Logistics and Asset Management Analyst as his/her direct supervisor. His/her Duties and Responsibilities include:

  • Liaise with the Procurement and Logistics Unit for purchase orders, shipping documentation and waybills;
  • Receipt of goods and equipment for the office, inspection and report preparation;
  • Ensure any discrepancies are fully investigated and resolved using the Loss and Damage process;
  • Liaise with Procurement and Logistics team to receive documents of the incoming shipments from international vendors;
  • Support in the organization of shipments, customs clearance arrangements, preparation of documents for UNOPS shipments (received/sent);
  • Implement follow-up actions, address delays and bring to the attention of supervisor;
  • Prepare customs clearance for air, road and sea shipments arriving in Somalia for Mine Action Somalia Programme;
  • Liaise with respective ministries/custom clearance contractor to get clearance letters and approvals on time before arrival of shipment in country;
  • Ensure timely receipt of clearance letters from ministries and delivery of goods;
  • Arrange transport of goods from the airport and seaport to Mine Action Somalia camp in Aden Abdulle International Airport, Somalia;
  • Hand over goods to Asset Management team to be recorded in the database;
  • Coordinate loading/ Customs clearance of cargo for outward shipment to other national locations within Somalia;
  • Careful monitoring of the movement of equipment into and within the area of responsibility;
  • Maintain a log of all delivered cargo/ shipment and support in developing a tracking system to assist the supervisor in following up on pending issues;
  • Ensure registration of vehicles upon arrival in Somalia;
  • Ensure compliance with United Nations Sanctions Committee for goods arriving in Somalia;
  • Ensure all damaged goods in transit are reported to the supervisor in timely manner;
  • Assist with the preparation of reports, tables, and charts etc;
  • Apply technical skills and knowledge in formatting and presentations, ensuring appropriate presentation style and accuracy of information;
  • Conduct routine follow up action on deliveries and supply chain on behalf of the supervisor, and inform him/her of status;
  • Prepares letters, memorandums, faxes, email, etc.;
  • Monitor progress and liaise with vendors during the entire procurement and supply chain cycle; including investigation and resolution of post-order problems and preparation of progress reports on procurement and supply chain matters;
  • Ensure proper inventory is followed by liaising with the Procurement and Logistics unit or projects on receipt of goods, equipment and services in view of obtaining proper delivery report, Receiving and Inspection Report (RIR) or relevant certificates;
  • Ensures that dangerous goods are transported in accordance with the applicable international Dangerous Goods Regulations;
  • Other tasks assigned by the immediate supervisor or Head of Unit.

Education/Experience/Language requirements

Education:

  • First Level University Degree (Bachelor Degree or equivalent) in Business Administration, Supply Chain Management, Logistics, Asset Management or other related field with one year of relevant experience; OR
  • High School (Secondary or equivalent) with five years of relevant experience is required.

 Experience:
  • Relevant experience is defined as experience working in Logistics, Asset Management, Cargo Management, Supply Chain Management or Support Services.
  • Computer Literacy is required.

Language:

  • Fluency in English (speaking, writing, and reading) is required.
  • Fluency in Somali (speaking, writing and reading) is required.
