Organizational Setting
The Social Policies and Rural Institutions Division (ESP) coordinates FAO’s work on social protection, gender equality, decent rural employment, rural institutions and people’s empowerment, and the right to food.
It is responsible for working with member countries and other partners to reduce rural poverty through strengthening social protection systems, diversifying rural employment opportunities, reducing gender gaps and other social inequalities in agriculture, strengthening producer organizations, improving the rural poor’s access to productive resources and rural services, and achieving the overall goal of realizing the human right to adequate food for all.
The Social Protection (SOCPRO) team is part of the ESP Division. The SOCPRO team provides overall guidance on FAO’s approach to social protection, and provides technical support to decentralized offices in four cores areas\: (i) ensuring the expansion of coverage of social protection to rural areas; (ii) promoting policy and programmatic synergies between agriculture, natural resource management and social protection; (iii) promoting nutrition sensitive social protection systems; and (iii) the development of risk informed and shock responsive social protection.
FAO International Consultants and Call purpose
The Organization frequently engages experts to work on short-term projects as international consultants. The functions of a consultant are results-oriented and normally involve analysing complex issues, directing seminars or training courses, preparing documents for conferences and meetings, or writing reports on matters within their area of expertise. An international consultant is engaged by the Organization to provide expertise, skills or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment may involve full-time or part-time functions similar to those of staff members. The assignment can be from 1 month up to 11 months on a When-Actually-Employed (WAE) basis. The possibility of extension is subject to satisfactory performance and depending on the resources and needs of the Organization.
The purpose of this Call is to attract qualified candidates for consultancies in the area of Social Protection to populate the divisional roster for this profile. Individuals who satisfactorily meet or exceed the requirements of the Call will be included in the divisional Roster of Social Protection Specialists. Candidates who are registered in the Roster will be considered for future contracts when relevant opportunities arise.
The Social Protection consultant reports to the Senior Social Protection Officer/Social Protection Team Leader (or respective Social Protection or Country Policy Officers).
Technical Focus
Policy, operational and analytical support to the expansion of social protection and the development of coherence with agriculture, natural resource management, food security, nutrition and resilience
Tasks and responsibilities
Provide technical support and capacity development, in forging links and promoting greater policy coherence and synergies between social protection policy, food and nutrition security, agricultural development, natural resource management, resilient rural livelihoods and poverty reduction.
Support the development of policy and analytical tools for informing the design and implementation of social protection systems for rural poverty reduction, food and nutrition security and resilience
Collaborate in capacity development activities involving the planning and organizing of training workshops, seminars, and major meetings and the preparation of related information, materials, on-line tools and information kits.
Promote knowledge sharing and best practices at international meetings and conferences and collaborates with partners in stakeholder consultations.
Participate in multi-disciplinary teams, collaborates with other departments and agencies on work groups and committees and promotes best practices on Social protection
Support policy outreach and advocacy for social protection.
Represent FAO ESP at international, regional and country level events relevant to social protection, upon request (only applicable for consultants);
Contribute to resource mobilization and elaboration of related material.
For C level Consultants and PSAs (country-based)
Support FAO technical backstopping to national policy and programing processes by contributing to strategic planning and technical discussions with Government and development partners;
Represent FAO in institutional coordination mechanisms with a viewing to strengthening coordination between agriculture and social protection (only applicable for consultants);
Advise FAO on its in-country planning for strengthening coherence between agriculture and social protection (only applicable for consultants);
Provide technical support to national and development counterparts on the design of coherent agricultural and social protection interventions and shock-responsive social protection;
Design Terms of Reference/Letters of Agreement for delivering technical services to national partners;
Organize, facilitate and provide expert technical contributions to technical roundtables and advocacy events to influence policy and programme design with high-level representatives of development partners and government;
Support resource mobilization activities by liaising with potential donors, preparing concept notes and project documents
Support the technical backstopping and capacity development in forging links and promoting greater policy coherence and synergies between social protection policy, food and nutrition security, agricultural development, natural resource management, resilient rural livelihoods and poverty reduction.
Provide inputs for development of policy and analytical tools for informing the design and implementation of social protection systems for rural poverty reduction, food and nutrition security and resilience
Provide inputs for the development of capacity development processes on the role of social protection for agriculture, natural resource management, food security and resilience
Support the development of key messages and materials to enhance Policy outreach and advocacy for social protection.
Support the monitoring and reporting of results as per the Team’s workplan with key Strategic Programmes
Support FAO technical backstopping to national policy and programing processes by contributing to strategic planning and technical discussions with Government and development partners;
Provide inputs to support FAO on its in-country planning for strengthening coherence between agriculture and social protection
Support the country team in he Provide technical advice to national and development counterparts on the design of coherent agricultural and social protection interventions and shock-responsive social protection;
Advanced university degree in public policy, political science, economics, sociology or other relevant social sciences
At least three years for Level C and five years for Level B of relevant experience in socio-economic analysis, policy and/or programme formulation, operational support in social policies, and social protection
For Consultants\: Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
- For PSA\: Working knowledge of English.
