General Minimum Requirements

The general minimum requirements for working with the OSCE are:

- Excellent physical condition;

- Possession of a valid automobile driving license and ability to drive using manual transmission;

- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.

 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

- Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience;

- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development;

- Demonstrable organizational, communication, analytical and interpersonal skills.

 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

- Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience;

- Certified training course in a relevant field desirable.

Experience:

- Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

- Substantial professional experience in democratization, specifically one or more of the fields of elections and electoral reform, civil society, parliamentary support and reform, media reform, participation and empowerment of youth and marginalized communities, gender equality;

- Experience in developing and implementing capacity-building/reform programmes, as well as project management;

- Proven ability to lead a team, preferably in a multi-cultural environment;

- Professional fluency in the English language and excellent communication skills;

- Operational competence with relevant Office IT applications.

- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Desirable:

- Knowledge of OSCE principles and commitments;

- Familiarity and experience with South-Eastern Europe, especially Albania;

- International field mission experience;

- Familiarity with the international organizational contexts around democratization and around Albania;

- Some experience of programme budgeting and evaluation.

 
 
 
 
Tasks and Responsibilities

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presences activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

This is a middle management opportunity to oversee and lead a team tasked with implementing a programme of capacity-building and support for the further development of democratic society in Albania. Should you be selected, you will be guided by the Head of Presence and directly supervised by the Deputy Head of Presence and tasked with conducting the following duties:

1. Having overall responsibility for the continued evolution of the democratization programme, based on the national context, international standards and best practice, OSCE values and goals, and senior management guidance;

2. Leading the annual development, implementation and evaluation of a package of projects to advance the democratization programme;

3. Overseeing the development and management of extra-budgetary projects to supplement annual project work, and assists in attracting the necessary funding from OSCE participating States and other donors;

4. Managing a Department of 12+ staff (varies with extra-budgetary projects), some as direct supervisor and more as second supervisor, taking overall responsibility for their performance and development;

5. Advising senior management on thematic issues and the work of the Department;

6. Developing and maintaining a close familiarity with the professional environment, and a continuous and close liaison with key national partners, relevant OSCE colleagues and international stakeholders;

7. Representing the Department and the Presence in appropriate OSCE, Albanian and international fora;

8. Overseeing the quality of all briefing and reports produced by the Department;

9. Supporting senior management and other colleagues in maintaining institutional health, an instinct for continuous learning, and an environment of professionalism, respect and equality;

10. Performing any other duties as assigned.
