General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in law, social and/or political sciences, public policy, gender studies, international relations or similar related fields or in lieu graduate from police or military academy with relevant professional experience

Experience:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of progressively professional experience within any of the sectors in human dimension as defined by OSCE;
  • Demonstrable professional experience in human rights and/or humanitarian work;
  • Comprehensive knowledge of international humanitarian and human rights frameworks and principles, including protection of civilians, humanitarian action, peacebuilding and post conflict rehabilitation;
  • Well-developed negotiation, communication, organizational, analytical,  interpersonal and leadership skills;
  • Proven experience of working in a demanding and constantly changing operational environment;
  • Ability to establish priorities and to plan, organize, co-ordinate and monitor the work of a number of staff in multi-disciplined activities and as appropriate provide advice and guidance to others;
  • Demonstrated conflict sensitivity, including an ability to apply conflict sensitivity principles into human dimension activities;
  • Professional fluency in English with proven ability to communicate effectively and professional writing skills in the English language;
  • Ability to read and utilize maps;
  • Readiness to deploy to various locations within Ukraine;
  • Flexibility and ability to work within limited time frames and with minimum supervision;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into reporting tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and different professional experiences, diverse political views, while maintaining impartiality and objectivity;
  • Professional ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Possession of a current valid 'C' class (or similar) automobile driving license;  
  • Practical experience of working in an international environment; 
  • Working knowledge of Russian and/or Ukrainian language(s).
 
 
 
 
Tasks and Responsibilities

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

The selected candidate will be deployed either in Donetsk or Luhansk region.

Under the direct supervision of the Team Leader and overall guidance of the Head of Human Dimension Unit (HDU) in the Head Office, as Monitoring Team (MT) Human Dimension Co-ordinator, you will perform the following duties:

  1. Managing the staff of the Monitoring Teams' Human Dimension Cell (HDC) including all aspects of performance management;
  2. Advising team leadership on all human dimension tasks and available resources to achieve the mission mandate and ensure the integration of human dimension monitoring into operational planning;
  3. Liaising with relevant internal and external parties to facilitate the fulfilment of the SMM mandate;
  4. As requested, participating together with Team Leadership in meetings with external parties as thematic experts;
  5. Analysing data on human dimension topics to provide input and advice to the Head Office HDU and Team Leadership; 
  6. Ensuring the consistency, accuracy, objectivity, impartiality and timeliness of reports;
  7. Reporting on human dimension issues, proposing strategies, providing subject matter advice, background information, and talking points to Team Leadership and the Head Office HDU as requested;
  8. Proactively monitoring and evaluating all aspects of human dimension topics, providing guidance and assistance as required;
  9. Proactively establishing working relationships with international and national organizations in the area of responsibility of the monitoring team;
  10. Participating in the management of critical incidents including Post-Incident Procedure;
  11. In co-operation with the Head Office HDU, co-ordinating and supporting the development and delivery of training to build capacity in all areas of the human dimension in the MT;
  12. Participating in patrols and meetings as required;
  13. In co-ordination with the MT Operations and MT Reporting Co-ordinators, identifying and highlighting Early Warning Indicators on behalf of the Team Leadership;
  14. Performing other duties as required.
