ORGANIZATIONAL CONTEXT

The work of the Research & Learning Department is at the core of IDLO’s mandate. Working in close cooperation with other Departments, the R&L Department engages in research and advocacy at global and local levels with other partners to generate political will and momentum for policy change. Through a combination of research, programs, policy advocacy and knowledge management activities, the R&L department: 1) contributes to programmatic work with specific research, specialized initiatives and thematic technical support; 2) supports IDLO’s policy advocacy with targeted research and specialized knowledge products, analysis, identification of trends; 3) encourages learning and innovation both internally and externally through evaluations, program assessments and lessons learned, knowledge sharing and learning activities.

THE POSITION

This position in the R&L Department will contribute to strengthen IDLO’s capacity to report on results against the Strategic Plan and results framework. It will support data analysis and the production of institutional reports based on the new monitoring system. It will play an instrumental role in operationalizing the results framework and ensuring that information and results are properly captured, analyzed, synthetized and translated into high-quality institutional reports. 

Under the supervision of the Director, Policy Research and Learning, and in close coordination with the Director-General’s Office and the Resource Mobilization and Partnership Unit, the incumbent will work on institutional planning and strategic reporting tasks, communicating institutional results against core objectives and strategic goals.

More specifically, the Institutional Reporting Specialist will perform the following duties:

  • Maintain and organize the collection of relevant institutional data, including results emerging from projects and programs;
  • Guide the production of institutional performance indicators, analyze and synthesize emerging results; 
  • In close cooperation with the Monitoring Officer, harmonize/standardize indicators, data collection methodologies, timelines, for analysis and reporting purposes; 
  • Coordinate and take responsibility for the production of IDLO’s main institutional reports (annual, periodic, donor-focused), in line with institutional processes and procedures, ensuring that such documents capture progress, effectiveness, and impact of activities;
  • Ensure that results of report reviews are constructively fed back to departments for learning and knowledge management purposes; 
  • Support the preparation process for the next strategic cycle, including internal and external learning exercises and gathering of lessons learned from the implementation of Strategy 2020;
  • Prepare briefing kits and presentations summarizing institutional results, as needed;
  • Work closely with Strategic Communications, where applicable, to ensure accurate and effective data presentation, graphics and maps;
  • Documents successes and uses them to project a positive image;
  • Creates an environment that fosters innovation and innovative thinking

IDEAL CANDIDATE PROFILE

Education and Experience

  • Master’s degree in social sciences or post-graduate qualifications in a development-related area;
  • Minimum of four to six (4-6) years of post-graduate experience in reporting functions, preferably in an international organization. 
  • Experience in development and rule of law-related themes.

Language 

  • Excellent oral and writing skills in English.
  • Knowledge of Spanish, French, Arabic, or Russian will be an asset.

Technical competencies 

  • Strong analytical and organizational skills;
  • Excellent report writing skills at publication standards;
  • Strong understanding of data and analytics for featuring relevant information for external audiences;
  • Proven capacity for analyzing and synthesizing comprehensive information and technical data;
  • Strong oral presentation, communication and networking ability, and interpersonal skills;
  • Ability to work across the organization, departments and field offices;
  • Demonstrated ability to effectively use computer and Microsoft office programs and other electronic sources in research activities.

TERMS AND CONDITIONS

For this professional internationally recruited position, IDLO shall offer the selected candidate an Affiliate contract through end of 2020, with possibility of extension subject to performance and availability of funding. 

In addition, IDLO shall offer the candidate an annual basic salary in the range of EUR 57,000. -, a leave and benefit package, including medical and provident fund in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.
