This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
The Noncommunicable Diseases and Mental Health (NMH) Department promotes, coordinates, and implements technical cooperation activities, directed at the prevention and control of non-communicable diseases and related risk factors, mental, neurological and substance abuse disorders and disabilities, and promotion of optimal nutrition, road safety, and violence prevention that are evidence-based and appropriate for the political and sociocultural context in which they are implemented. It raises political and public awareness and understanding of the burden of the most common noncommunicable diseases (NCDs) and mental disorders, related risk factors and conditions and leads multi-sector and multi-stakeholder strategic and collaborative efforts aimed at strengthening Member States' capacity to promote and protect health through public policies, programs, and services. This will reduce risks and disease burden and contribute to improving the physical, mental, and social well-being of the population.
Under the general supervision of the Director, Noncommunicable Diseases and Mental Health (NMH) and the direct supervision of the Unit Chief, Noncommunicable Diseases, Violence and Injury Prevention (NMH/NV), the incumbent is responsible for, but not necessarily limited to, the following assigned duties\:
- Provide technical, strategic and programmatic advice to Member States aimed at improving policies, legislation and services for the prevention of, and response to violence against women;
- Implement and evaluate the PAHO Strategy and Plan of Action on Strengthening the Health System to Address Violence against Women;
- Support, promote and strengthen national efforts for the detection, management and care of women subjected to intimate partner violence, and sexual and physical abuse, including training and capacity building of health care providers;
- Collect and analyze relevant data, and produce information and evidence on the regional situation, factors contributing to, and trends at regional and country level of violence against women;
- Document and analyze case studies, and disseminate knowledge on successful public health interventions to address violence against women;
- Collaborate with the Organizationâs program areas, working closely with PAHO colleagues, on violence prevention, sustainable development, gender and equity, and womenâs health to ensure coordination of efforts and an integrated approach to address violence against women;
- Establish and foster regional, subregional and national multi-stakeholder partnerships and networks in support of attaining regional and national targets related to violence against women, and as part of the PAHO Strategic Plan;
- Mobilize international and national political, technical and financial resources and extra-budgetary funds in support of national and regional programs on violence against women; obtain extra budgetary resources by preparing project proposals for the appropriate national, bilateral and international financial agencies and collaborate in the implementation, monitoring and reporting of those projects;
- Provide technical input, contribute to, and ensure regional considerations provided to WHO and UN initiatives on violence against women;
- Promote and raise the visibility of the work of the Organization, on violence against women;
- Represent the Organization at national, regional and international technical meetings and in inter-agency collaborations on violence against women;
- Contribute to organization-wide policies, plans, strategies, and budgets, in support of the mandates related to violence against women; report to Governing Bodies, through executive presentations and reports, on the status or results of the activities;
- Participate in the preparation of the Unitâs Biennial Work Plan (BWP), including semester workplans and monitoring reports;
- When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
- Perform other related duties, as assigned.
Essential\: A university degree in one of the health or social sciences and a masterâs degree in public health or in any of the areas related to the functions of the post, from a recognized institution.
Desirable\: A Ph.D. in public health or related field from a recognized university would be an asset.

Nine years of combined national and international experience in public health programs, of which at least 5 years of work experience is directly in the area of violence against women.

- Thorough knowledge and expertise on issues relevant to violence against women, and the public health strategies to prevent and respond to the problem of violence against women.
- Practical experience in the assessment and evaluation of information related to violence, its determinants and risk factors and defining strategies for violence against women, as related to health services and public health interventions.
- Excellent analytical skills and demonstrated ability to collect, analyze and synthesize information on violence against women, and to prepare scientific, educational and advocacy materials to disseminate the information.
- Ability to develop collaborative working relationships, mobilize resources and coordinate activities among various internal and external partners.
- Ability to transfer knowledge to national counterparts and to promote the adoption and/or application of appropriate public health interventions on violence prevention and response that would be responsive to the different social, cultural, and economic realities in the countries.
- Project management skills in planning, implementing and evaluating technical cooperation programs and activities, including budgeting and project reporting.
- Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents.
Very good knowledge of English or Spanish, with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Post Adjustment\: 47.6% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
