Introduction

The technical cooperation project namely “Technical Support for Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam” (ENHANCE) is funded by the United States Department of Labour (USDOL), through ILO, to support  Ministry of Labour, Invalids and Social Affairs of Vietnam (MOLISA) to address the issue of child labour. The project is implemented for the period of 2015-2019.

The Project directs technical support to enhance government efforts to counter child labour, building the achievements to date and making particular effort to address the informal sector and identified priority industry sectors. The project engages with a wide range of government, social partners and civil society in its implementation. The project direct interventions are implemented in three provinces: Ho Chi Minh City (HCMC), An Giang Province and Hanoi.

The Project’s overall development objective is to build a comprehensive and efficient multi-stakeholder response for the prevention and reduction of child labour in Viet Nam. Placing capacity building for sustainable solutions at the heart of its interventions, the Project delivers interventions under three mutually reinforcing components to achieve the following immediate objectives:

  1. Capacity building component: By the end of the project, the capacity of national institutions and stakeholders to identify, monitor and respond to child labour, as part of the promotion of international labour standards, will have been strengthened.
  2. Awareness raising component: By the end of the project, awareness of child labour, the associated hazards and prohibitions against it will have been raised among all levels of society.
  3. Direct interventions component: By the end of the project, intervention models for preventing and withdrawing child labour in selected geographical areas and sectors will have been implemented and documented and ready for replication.

After almost four years of operation, and the project is ending in around 6 months, the project is planning, in collaboration with the Department of Children Affairs of MOLISA, to organize a workshop among boundary partners and stakeholders.

Financial and other matters

The aims of the workshop is to review and share knowledge and experience; to facilitate learning from the experiences and solicit good practices as well as to identify any obstacles/constraints that the project partners and implementing agencies are facing in order to discuss solutions and/or support each other to overcome, to commit the project will fully and effectively achieve its targeted objectives and inputs.

Following the knowledge and experience sharing workshop, the project potential intervention models, good practices and success stories will be tracked for documentation, verification and dissemination across a wider audience, and informed future project/ program undertakings.

The ILO ENHANCE project is seeking to recruit an international consultant to support in facilitating the Experience Sharing Workshop and Documenting of project models, good practices and successes.

Objectives of Assignment
  • Successfully facilitated the experience sharing workshop then to take stock of the achievements and impact made by the ILO ENHANCE project during the phase 2015 to 2019  
  • Documented project potential models, good practices and success stories during the project implementation cycle. The documentation will be in the form of a narrative and include selection of case stories for showcasing the impact of the project to a wide audience.
Scope of work

The international consultant (in collaboration with a national consultant) is are expected to carry out the following tasks which may include but not limited to:

  • Review related documents and materials to design, discuss and agree with the ILO ENHANCE project on appropriate facilitation/ moderation methods for the Experience Sharing Workshop
  • Facilitate the Experience Sharing Workshop to ensure its objectives will be successfully achieved.
  • Review project documents, including, but not limited to baseline studies and researches, existing reports and Implementation Agreements (IAs), discuss with relevant stakeholders to identify potential project models, good practices and success stories for further review.
  • Based on the review and analysis, prepare and present an inception report indicating the consultant’s understanding of the assignment, the proposed documentations framework and timeframe.
  • Carry out key informant interviews with relevant project personnel and stakeholders including representatives of government agencies, employers, workers organizations, implementers and beneficiaries to develop and document models, good practices and success stories of the project.
  • Present the draft report during a national validation and dissemination workshop gathering participants representing all of the project’s key stakeholders for review and feedback.
  • Incorporate comments and inputs and finalise the draft reports in soft and hard copies.
Methodology and Approach

Regarding the assignment on facilitation of the experience sharing workshop, the participatory approach should be used that allows the exchange of experiences, achievements, challenges, solutions as well as lessons leant among participants and between participants with moderators/ facilitators. The workshop will last for two days with different sessions that cover a wide range of thematic or panel discussions. Each session will start with short presentations then followed by more interactive activities with participants. The Moderator/s will oversee each sessions and facilitate the discussion.

The assignment on documenting good practices will involve a desk review of existing documents, including, but not limited to baseline survey research and studies, project progress reports, monitoring data and mid-term evaluation reports, and note taken from the experience sharing workshop. It will also involve evidences collection from relevant stakeholders at different levels.  This will necessitate field visits to various districts and communes in the three project provinces, Hanoi, HCMC and An Giang, in order to interact with implementers and beneficiaries.

Expected tasks and Time frame

The experience sharing workshop is planned to conduct from 18 to 19 September 2019 in Da Nang City, Viet Nam.

Below are indicative tasks to be completed. The total number of days is 32 days. Number of days foreseen for consultants in one task can be reallocated to another task where justified and in consultation with the project manager:

  • Review the TOR on experience sharing workshop, design and discuss with ILO ENHANCE on facilitation/ moderation methods – 2days – September 2019
  • Facilitate the project experience sharing workshop – 2 days – 18 to 19 September 2019
  • Prepare and finalise the report on experience sharing workshop with – 2 days – September 2019
  • Desk review project related documents to identify potential models, good practices and success stories for further review; Skype briefing with project manager; Prepare and finalise inception report – 4 days - September – October 2019
  • Conduct field visits to interviews relevant project staff, stakeholders and beneficiaries in Hanoi, HCMC and An Giang provinces; Debriefing with project manager in Hanoi – 12 days;  November – December 2019.
  •  Develop and revise the draft documentations: 07 days; December 2019
  • Present the draft documentations in a validation and dissemination workshop in Hanoi: 01 day, January 2020
  • Incorporate comments and inputs to finalize the documentation: 02 days; January 2020
Key competencies and experience required

The interested consultants should have the following qualifications:

  • Master’s degree in a field relevant to the assignment, such as Gender Studies, Communication, Development Studies, Public Policy, Social Development, or Education or equivalent experience.
  • At least 5 prior years of working experience in the documentation of good practices & success stories.
  • At least 3 years of experience in developing reports, reviews, quality impact evaluation and documentation good practices of programs.
  • At least 3 years of practical experience working in gender mainstreaming, and gender analysis and proven knowledge of ILO context.
  • Professional experience with programmes focusing on the protection of vulnerable children such as child labour or children at high risk of engaging in child labour or exploitation, etc.
  • Proven experience in qualitative and quantitative research methods.
  • Proven experience in multi-stakeholder engagement and strong interpersonal and leadership skills.
  • Proficiency in written and spoken English and knowledge of Vietnamese context is required.
Payment

The payments will be made with the mode of payment as follows:

  • First payment: Thirty percent (30%) will be transferred to the bank account of the contracted collaborators upon submission of the deliverables 1 and 2 to the satisfaction of the ILO.
  • Final payment: seventy percent (70 %) will be transferred to the bank account of the contractor upon submission of the deliverables 3, 4, 5 and 6 to the satisfaction of the ILO.
