ABOUT WFP

 WFP has one of the largest United Nations portfolios in Jordan, which it implements in collaboration with other UN agencies, national authorities and local and international NGOs.  WFP Jordan supports 500,000

 Syrian refugees through cash-based transfers; implements livelihood and resilience programmes for vulnerable Syrians and Jordanians; and supports a school feeding programme benefiting 400,000 children.

 In accordance with its commitments to humanitarian and protection principles, WFP continues to strengthen the practical integration of these principles into all its programmes and operations. 

 Integrating protection and AAP and other related cross-cutting issues in its activities, based on WFP policies and guidelines is a priority for WFP Jordan. 

JOB PURPOSE

 The Protection /Accountability to Affected Population Advisor will support the WFP Country Office in Jordan to improve protection and AAP mainstreaming based on all relevant WFP policies and guidelines 

 into all programmes and operations. This will be done by strategically leading protection /AAp initiatives within WFP Jordan through the protection and AAP committees; external coordination with relevant actors

 and coordination bodies; and supporting the practical implementation of protection and AAP activities.  The Protection Advisor will develop and lead initiatives independently, while coordinating internally and externally

 with relevant colleagues.

ACCOUNTABILITIES

- Support the WFP country office to ensure that programmes are based on context and risk analysis that consider the needs, capacities, vulnerabilities and other important characteristics such as age, gender, and (dis)ability, of affected populations receiving assistance. This will be done by conducting protection analysis for each WFP’s programme, formulating a protection and AAP strategy, and working with programme staff to integrate protection throughout the programme management cycle (design, implementation, monitoring and evaluation).
- Provide technical assistance to the chair of the country office’s protection and AAP working group by ensuring regular meetings are held, meetings are well prepared and follow up actions are taken as required.
- Provide technical guidance and advice on protection to all staff in WFP country office and sub-offices, including recommending and supporting practical solutions and adjustments for improving protection aspects of WFP activities, analysing and anticipating potential protection risks related to targeting or transfer modality, and developing or contributing to country office standard operating procedures and protection and AAP tools.
- Build the knowledge on and commitment to protection, AAP and do-no-harm principles through designing and conducting different types of protection related trainings and sensitisation for WFP staff, (I)NGOs and other partners, and beneficiaries.
- Contribute to collection and analysis of data collected by programme, monitoring and evaluation (M&E), and vulnerability analysis and mapping (VAM) colleagues from a protection perspective, particularly including links to food and cash assistance.
- In collaboration with the relevant country office units, provide advice, guidance and follow-up in relation to any protection problems related to the safe delivery of food, cash and vouchers to beneficiaries during implementation.
- Ensure protection issues raised from the hotline, field or programme activities are adequately documented, reported and handled in a timely manner.
- Oversee the country office’s complaint and feedback mechanisms, including the hotline, and strengthen oversight of these mechanisms to ensure greater accountability.
- Ensure the implementation of recommendations from internal and external audit, evaluations and reviews related to Protection and AAP.
- Collaborate closely with the country office’s gender focal point regarding issues related to gender and protection
- Assist in mainstreaming and implementation of disability guidelines and referral mechanisms for persons with special needs/disabilities.
- Contribute to programme reports for donors and others, as required.
 

OTHER SPECIFIC ACCOUNTABILITIES

       Collaboration:

  • Ensure WFP representation in relevant Protection forums, inter-agency meetings at (Amman level, camp level, host community level), as well as referral meetings.
  • Collaborate with national and international organisations on protection related issues in order to further the country office’s protection streamlining.

    Team management:
  • Refine and manage the unit strategy, workplan and systems in line with the Country Office’s 2020-2022 Country Strategic Plan.
  • Provide direct supervision to the national protection officer and head of the hotline.
  • Support team members and review the quality of work amongst team members to ensure expected deliverables are meet in a timely manner.
  • Manage unit staff members, provide coaching and guidance as required to ensure appropriate development and enable high performance.
  • Support unit colleagues to further develop and refine their protection and AAP capacities. Conduct targeted trainings for staff, upon need.
  • Ensure regular trainings of national and partner staff are administered to increase the quality of work and encourage accountability for demonstrating results.
  • Any other tasks as requested.
STANDARD MINIMUM QUALIFICATIONS

Education:    Relevant university degree and postgraduate studies in legal/human rights studies, social science, political science, international relations or other related field

Experience:

-At least 6 years postgraduate professional experience in protection-related activities in humanitarian settings, including exposure to communicating with beneficiaries including refugees.

-Designing and delivering protection and humanitarian trainings and training materials

Knowledge & Skills:

-Excellent understanding and practical skills in protection and humanitarian principles, including protection mainstreaming in programmes and operations

-Ability to work independently and lead initiatives as well as part of a diverse and multicultural team

-Knowledge of gender in humanitarian action

-Excellent communication skills

Language: Fluency in oral and written communication in English. Good knowledge of Arabic is an advantage.
