  • First-level university degree in law or significant work experience in criminal justice
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Knowledge of international human rights tools
  • Demonstrable organizational, analytical, communication and interpersonal skills

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum 6 years relevant work experience in the field of rule of law, as well as in criminal and human rights law;
  • Experience in project management/ strategic planning using a results-based approach, including development, implementation, monitoring and lessons learnt, in rule of law or human rights related programmes;
  • Professional fluency in English with excellent oral and written skills;
  • Excellent analytical and writing skills required for production of reports, verbal and written briefings on complex legal and human rights issues;
  • Detailed understanding of justice sector, including penitentiary system, and political developments in Kyrgyzstan, in particular its institutions and bodies at all levels of government;
  • Cultural sensitivity and judgment;
  • Ability to establish contact and develop relations with civil society, as well as the ability to work with government officials and institutions, including law enforcement and the judiciary;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Knowledge of OSCE principles and commitments is desirable.
 
 
 
 
Tasks and Responsibilities

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

According to its mandate, the OSCE Programme Office in Bishkek (POiB) develops, implements and reports on programmatic activities in all three dimensions of the OSCE previously agreed upon in the framework of a consultative mechanism between the Ministry of Foreign Affairs of the Kyrgyz Republic and the OSCE PoiB.

The Rule of Law Officer is the primary focal point for all rule of law (including penitentiary reform-related issues) in the Office. The incumbent is responsible for maintaining an overview of developments in the country related to rule of law (including penitentiary reform-related issues) and to define and manage projects in this area.

Should you be selected for the position, you will work under the supervision of the Head of Human Dimension. As the Rule of Law Officer, you will perform the following duties:

  1. Assessing and reporting on issues related to rule of law (including penitentiary reform-related issues), including through the drafting of relevant background reports, briefing and making inputs to the Offices regular reporting;
  2. Contributing to defining the strategy and necessary resources for the Human Dimension Activities programme through the Programme Budgeting process;
  3. Taking the lead in the development, co-ordinating and implementing of projects designed to support the process of rule of law and penitentiary reform in line with the OSCE project cycle;
  4. Supporting the Head of Human Dimension in ensuring the full implementation of the Human Dimension Activities programme in compliance with the OSCE's Common Regulatory Management System (CRMS);
  5. Ensuring all projects related to rule of law and penitentiary reform are adequately monitored, controlled and reported on and ensuring gender-mainstreaming in all programmatic activities;
  6. Assisting in arranging OSCE events, inter alia, visits to the area by OSCE delegations, as well as other events with OSCE participation;
  7. Supervising the work of the Programme's staff assigned to work on rule of law and penitentiary reform issues;
  8. Identifying local and international stakeholders relevant for the fulfilment of the programme and maintaining regular communication with them;
  9. As requested by the Head of Human Dimension, representing the OSCE and the Programme Office in Bishkek on advocating for the fulfilment of Human Dimension commitments to external audiences;
  10. Performing other duties as required.
