NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2018, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

                                                                                 Logistics & ICT Officer

The purpose of the Logistics & ICT Officer will support NRC’s operations in Basra in the areas of procurement, fleet management, ICT. Asset administration, and other logistical aspects. Conduct local market assessments and vendor/supplier mapping exercises and pro-actively liaise with vendors. Liaise with program staff to keep procurement plans up-to-date. Support procurement processes from start to finish in accordance with responsibilities assigned to Logistics staff as per the NRC Logistics Handbook. Manage, track and follow up on contracts with vendors/suppliers.

Responsibilities:

  • Implement and train staff in NRC’s logistics policies and procedures at office level
  • Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
  • Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, warehouse management and asset management)
  • Identification and obtaining of all resources required to ensure smooth functioning of the Basra Area Office logistics operations.
  • Ensure vendor/supplier contracts and framework agreements for the mission are well tracked and managed.
  • Ensure NRC’s asset management system, including management of the premises, is kept up to date and fully functional and logistics records are properly filed and maintained in electronic and hard-copy filing systems.
  • Ensure the disposal of assets, by following applicable donor rules and regulations as well as NRC internal policies and procedures.
  • Under the guidance of Area Support Manager, coordinate with program teams for the timely delivery of goods and services for project implementation.
  • Help facilitate safe and efficient transportation of staff and materials/goods
  • Prepare, check and share relevant plans, records and reports as required (e.g. status reports, inventory lists, etc.)
  • Ensure that procurement and logistics procedures are in place and adhered to at area level.
  • Manage, track and follow up on contracts with vendors/suppliers.
  • Supervise drivers and implement movement protocols, ensuring smooth fleet management.
  • Ensure necessary ICT equipment and systems are put in place and maintained.
  • Lead on the ICT components of the on-boarding process of new Area Office staff.
  • Liaise with the Country Office ICT Coordinator to ensure Area Office ICT set-up remains in line with applicable guidance and standards, including with regards to data protection.
  • Serve as the Area Office Focal Point on Data Protection
  • Maintain an inventory of all assets in accordance with relevant NRC guidance and procedures with regards to asset management.
  • Train Area Office staff on relevant Logistics, Procurement and ICT tools and processes.
  • Ensure that Area Office Logistics filing (both electronic and hard-copy) remains up-to-date, well-organized and accessible at all times, in keeping with relevant filing guidelines. 

Our Ideal Candidate 

 High school graduated at a minimum, Bachelor’s degree strongly preferred. Minimum 2 years’ relevant experience in logistics (including tendering, procurement and asset management) in the private or non-profit/NGO sector. Good English; fluent in Arabic. Excellent computer skills, including use of Microsoft office applications

Contract period: seven (7) months
